Aye. Mr. GINN. Okay. Today, the committee will review the Army's request for $1.1 billion in military construction funding. This is the largest Army military construction program ever proposed. Our emphasis will be on examining the request for facilities in chemical weapons programs, test facilities for a ballistic missile defense system, and domestic projects not covered in our quality of life hearing. Also, the committee will review the large building program in Korea and overseas construction in Panama and other non-NATO countries. The European construction program will be reviewed during the NATO hearing later this month. We have with us today Brigadier General Norman G. Delbridge, Jr., Assistant Chief of Engineers. Assisting him will be Major General Niles J. Fulwyler, Director of the Nuclear and Chemical Directorate in the Office of the Deputy Chief of Staff for Operations and Plans; Major General Grayson D. Tate, Jr., Program Manager of Ballistic Missile Defense; and Mr. Allen M. Carton, Chief of the Programming Division in the Office of the Assistant Chief of Engi neers. General Delbridge, I understand you have a visual presentation on the Army program. Please proceed with that and we will move into specific questions. We will, of course, insert your prepared statement in the record. General DELBRIDGE. Thank you, Mr. Chairman. I have a prepared statement which I would like to submit for the record. Mr. GINN. Without objection, so ordered. [The prepared statement follows:] BRIGADIER GENERAL NORMAN G. DELBRIDGE, JR. Brigadier General Norman G. Delbridge, Jr., was born 4 January 1928 in Detroit, Michigan. He is a 1953 graduate of the US Military Academy, having also served as an enlisted man and active reserve officer for three years prior to entry into West Point. He holds a master's degree in civil engineering from Iowa State University and is a registered professional engineer. General Delbridge is a graduate of the US Army Command and General Staff College and the Army War College; has attended Michigan Technological University at Houghton, Michigan; and has served two years as Assistant Professor of Military Science at Michigan State University at East Lansing, Michigan. General Delbridge's service with engineer troop units has included tours in Korea as commander of a combat engineer company in the 3d Infantry Division and in Vietnam as commander of the 4th Engineer Battalion, 4th Infantry Division. He has also commanded the Division Support Command of the 3d Armored Division in Germany. In addition to various staff positions, recent assigments have included tours as the South Pacific Division Engineer in San Francisco; as European Division Engineer in Frankfurt, Germany; with the Army Staff; and as the District Engineer at Pittsburgh, Pennsylvania. On 15 September 1980 General Delbridge was assigned to the Office of the Chief of Engineers with duty as the Assistant Chief of Engineers. |
