F.14.4.6.2 The equipment delivered to the Government for DT II/OT II shall be identical and shall include all those changes resulting from prior Functional Configuration Audit (FCA).

F.14.4.6.3 A list of all engineering changes incorporated into the deliverable equipment are furnished with that equipment.

F.15 DATA REQUIREMENTS

The contractor shall prepare and submit financial and technical data and reports in the format specified in the applicable Data Item Description (DD Form 1664) and in the quantities and schedules set forth in the Contract Data Requirements List (DD Form 1423), Exhibit E hereof.

F.16 TECHNICAL DATA PACKAGE. The contractor shall perform the engineering effort to continually update the technical data package through its various configuration baselines that reflect the design configuration of the ITV system. The contractor shall provide all effort and material required to provide a complete engineering package consisting of engineering drawings, specifications, (including Section 4) SQAPs, inspection method control sheets, final inspection records, inspection equipment drawings and packaging data sheets, manuals and provisioning documentation. This Technical Data Package shall constitute the Product Baseline Configuration as detailed in F.14.4.1.3 and shall be completed in time to be used for the initial production of the ITV kits.

F.16.1 The contractor shall comply with the following additional requirements for the TDP quality assurance requirements.

The contractor shall provide the necessary supplies and services required to accomplish the IP effort described in this SECTION F, Part III and as is further described in this contract on the basis of the pricing set forth in SECTION E.

F.17 PRIME MISSION PRODUCT

The contractor shall fabricate, assemble, produce and deliver Improved TOW Vehicle (ITV) kits which shall be built in accordance with the Product Baseline as reconfigured to the Production Baseline in the event of IPT disclosed deficiencies or contractor product improvements or cost reductions. The ITV kits shall include applicable GFE, see Attachment 8.

F.17.1 The contractor shall deliver the first 27 IP ITV kits installed in Government-Furnished M113Al's as modified by the contractor for Initial Production Testing (IPT). All Initial Production Test vehicles shall be fabricated in accordance with the Product Baseline Configuration. (See F.14.4.1.3)

F.17.2 The contractor shall utilize any special inspection and test equipment designed during the TE/PEP effort for the inspection and acceptance of the Improved TOW Vehicle Kits.

F.17.3 Provide engineering support to maintain the TDP including all manuals and provisioning changes throughout the IP phase. It is understood, however, that any contractor effort associated with changes to the foregoing as a result of deficiencies of a design, workmanship or material nature are already a contractor responsibility pursuant to "System Responsibility," J.1.

F.17.4 Contractor Logistics Support (CLS).

The contractor hereby agrees to enter into good faith negotiations to result in a separate contract or a supplemental agreement to this contract to provide for CLS. The contractor shall submit a proposal for this effort not later than 270 days after contract award. This proposed effort shall provide the logistical and administrative effort necessary to maintain a supply of peculiar ITV repair parts, and provide technical assistance in the US Army Europe (USAREUR) theatre of operations. Support will be provided, to a lesser extent, in CONUS.

F.17.4.1 Peculiar ITV repair parts (PRP) are those items required to repair the ITV which do not have a National Stock Number (NSN) assigned. The contractor under the proposed agreement, shall preposition and maintain a PRP inventory in sufficient quantities to meet the Government requirements at all maintenance levels. During Phase I of the CLS, the Government will procure all of its requirements from this source pursuant to the terms of the proposed agreement under which the parties hereto will mutually agree to unit prices and provide a mechanism for ordering, delivery and payment for these repair/spare parts. Items not delivered within an agreed upon time, after demand is placed on the contract, will be subject to a downward contract adjustment. PRP support will terminate 120 days following delivery of the last initial production ITV kit. At that time (Phase II of CLS) the Government will procure a 6-9 month stock level as computed by the Government and will then order these at the agreed upon quantities and prices. Marking, Preservation, Packaging, and Handling shall be in accordance with good commercial practices. Government warehouse and communication facilities will be provided. Contractor personnel will be used.

F.17.5 Project Hand-Off

F.17.5.1 The contractor shall provide liaison logistic assistance to using units in conjunction with the Government's Project Hand-Off. Assistance will be limited to two man years, i.e., eight hours/day, five days/week, in Europe. Period of performance will be 12 months beginning one week prior to delivery of the first ITV to a using unit. Government will provide conveyance or funds for travel. This effort must complement the existing Army Field Service Organization as discussed in AR 700-4.

F.17.5.2 The contractor shall participate in the identification and resolution of problems in deprocessing, operation, maintenance, use of special tools and test equipment and logistic support activities involving publications, parts support (both Contractor Logistics and Government supply system) and in the resolution of technical questions of local Government representatives and training personnel. The contractor shall prepare monthly reports of activities and recommendations.

F.17.6 Long Lead Time Items. The contractor shall procure and/or fabricate the following long lead items for CLIN 0006 identified in Attachment 13. The initiation of this effort will be in accordance with Section J.8.2.

F.18 LONG LEAD SPECIAL TEST EQUIPMENT AND SPECIAL TOOLING

The contractor shall procure and/or fabricate the long lead special test equipment and special tooling for CLIN 0005 identified in Attachment 12. The initiation of

F.19 PECULIAR SUPPORT EQUIPMENT

If required for the ITV kit system, the contractor shall produce and deliver special tools and test sets designed under paragraph F.3 as follows:

F.20.1 The contractor shall prepare a detailed Shakedown test plan (i.e. a 300 mile test) subject to Government approval to confirm that the installed kit is ready for IPT. The approved plan shall be included into Attachment 11. The contractor shall conduct and support the Shakedown Test. The contractor's obligations with respect to test disclosed deficiencies are set forth in Paragraph 1.2, Attachment 11. Additionally the contractor shall perform periodic production inspection and acceptance tests in accordance with the Government approved Quality Assurance Program Plan Requirements (Data Item DI-R-4802 (MOD)).

F.20.2 The contractor shall support Initial Production Test (IPT), Functional Test and Inspection Comparison Tests (ICT), Attachment 11.

F.21 PROGRAM MANAGEMENT

F.21.1 The contractor shall control the total integration of the system, design, support, production, reliability, maintainability, safety and human factors engineering efforts in the production of the ITV. In addition, the contractor shall provide the technical and administrative planning, organizing, directing, coordinating, controlling, and approval actions to accomplish all IP requirements.

F.21.2 Cost/Schedule Management. The contractor's cost and schedule control system will meet the criteria set forth in Army Materiel Command Pamphlet AMCP 37-5, Joint Implementation Guide. Based upon this system, the Cost Performance Report and the Contract Funds Status Report shall be reported to the third level WBS for the ITV kit (WBS 17.0) and at the second level for the . remainder WBS items.

F.21.3 Configuration Management

F.21.3.1 Upon completion of the Initial Procuction Tests, the contractor shall conduct a PCA in accordance with Paragraph 4.4 of MIL-D-1000A. The Government will select a production kit for the purposes of a comparison and validation of the Technical Data Package to the production kit. Verification of the TDP shall establish the Production Baseline (See F.14.4.1.4) and will describe the TDP to be maintained by the contractor during the initial production contract.

F.21.3.2 Except for the System Specification which contractor can not change, the contractor shall make such changes to the Production Baseline Configuration to correct subsequent test disclosed deficiencies or deficiencies disclosed at any time during the term of this contract; provided, however, that the proposed correction overcoming the disclosed deficiency shall require Government approval and shall be submitted as an ECP. The contractor shall not make any other changes to the Production Baseline Configuration without Government approval.

F.21.3.3 Configuration Management Milestones shall conform to the Configuration Management Milestone Schedule. Configuration Management Reviews shall be conducted jointly by the Governinent and the contractor at a mutually agreeable location.

F.21.3.4 Hardware Configuration. Status. As a part of the Configuration Management Program, the contractor shall implement control procedures to insure that:

F.21.3.4.1 All deliverable equipment shall reflect the then current technical data package and design configuration at the time of delivery to the Governinent. F.21.3.4.2 A list of all engineering changes incorporated into the deliverable equipment are furnished with that equipment.

F.21.4 Program Reviews. The contractor shall participate in program reviews required by the Contracting Officer during performance of the IP contract. The contractor shall furnish copies of all material presented at each review including but not limited to production schedules, equipment status, and test status. The quantity and distribution of the material shall be in accordance with the DD Form 1423, Exhibit B.

F.21.5 Quality Assurance. The contractor shall maintain a Quality Assurance Program in accordance with MIL-Q-9858A.

F.21.5.1 Final Inspection

The contractor shall perform Final Inspection of the end item utilizing Final Inspection Record (FIR). The FIR will be utilized by the contractor for inspection of the IP items and the subsystems and components of the end items to be delivered by the contracter under the terms of this contract. Deficiencies disclosed during inspection by the contractor shall be described in writing on Deficiency Sheet attached to FIR. The contractor shall submit the completed and certified copy of the FIR to the Government Inspector with each end item inspected and offered for
