F.10.4.6 The contractor shall conduct Configuration Audits on each Configuration Item (CI), consisting of a Functional Configuration Audit (FCA) and a Preliminary Physical Configuration Audit (PCA). The FCA shall be conducted in accordance with the Government Approved Quality Assurance Program Plan Requirements (DI-R-4802 (MOD)) concurrently with the Maintenance Evaluation in Paragraph F.5.3.2.

F.10.4. Hardware Configuration Status. As a part of the Configuration Management Program, the contractor shall implement control procedures to insure that:

F.10.4.7.1 All deliverable equipment shall reflect the then current technical data package and design configuration at the time of delivery to the Government.

F.10.4.7.2 The equipment delivered to the Government for DT II/OT II shall be identical and shall include all those changes resulting from prior Functional Configuration Audit (FCA).

F.10.4.7.3 A list of all engineering changes incorporated into the deliverable equipment are furnished with that equipment.

F.10.5 In Depth Design Review

F.10.5.1 Within 30 days after award of the TE/PEP phase of this contract the Government will establish an In-Depth Design Review Committee (IDDRC). Its objective is to conduct a critical and unbiased analysis of the status of the development to determine if the current program is on a course which will result in the successful introduction of the ITV into the Army Inventory. The IDDRC shall serve for approximately 75 days and terminate upon its finding that the program is on a successful course.

F.10.5.2 The contractor shall support the IDDRC by providing it with on-site facilities and such information, briefings, progress reports, etc., as the IDDRC deems necessary.

F.10.5.3 The IDDRC team in general will include the following members:

PART II LOW RATE INITIAL PRODUCTION (LRIP)

The contractor shall provide the supplies and services required to accomplish the LRIP effort set forth in this Section F, Part II and as is further described in this contract on the basis of pricing set forth in Section E.

F.11 LRIP PRIME MISSION PRODUCT

F.11.1 The contractor shall procure the materials and provide the effort required to fabricate, assemble, inspect, test, and deliver six Improved TOW vehicles of the same configuration, meeting the requirements as specified in Attachment 1.

F.11.2 The contractor shall correct deficiencies, perform necessary redesign and retest as may be required by the Government as a result of Government contractor conducted test findings. This redesign and retest shall be accomplished during the LRIP phase.

F.11.3 The contractor shall incorporate the correction of these test disclosed deficiencies as well as any product improvements or cost reductions into the ITV system and shall reflect the same in the baseline configuration as it evolves from the LRIP Baseline Configuration to the Production Baseline Configuration.

F.12 SPARES AND REPAIR PARTS

The contractor shall furnish peculiar spare and repair parts on an expedited basis and in sufficient quantities so as to avoid critical delays in the DT II/OT-II tests to be conducted in accordance with the DT II/OT II Test Outline set forth in Attachment 10.

F.13 PECULIAR SUPPORT EQUIPMENT

The contractor shall fabricate, inspect, test and deliver all the peculiar support test equipment designed during the TE/PEP phase (paragraph F.3) and furnish for DT II/OT II tests to be conducted in accordance with the DT II/OT II Test Outline

F.14 PROGRAM MANAGEMENT

In support of LRIP phase, the contractor shall perform the following program management effort.

F.14.1 Program Administration and Control. The contractor shall provide planning, administration, management and control of LRIP activities.

F.14.2 Subcontract Management. The contractor shall administer all subcontracts to ensure performance to program, schedule and cost requirements.

F.14.2.1 Mandatory Small Business Subcontracting Program. The contractor shall comply with all the requirements of the clause entitled "Mandatory Small Business Subcontracting Program."

F.14.2.2 Prograin Review. The contractor shall prepare for and participate in monthly prograin review meetings with the Government throughout this contract. The meetings shall be held at a mutually agrecable location and time. The contractor shall furnish attendees with copies of all material presented at each review including but not limited to program schedules, equipment status, test status, and cost, where applicable. In addition to the scheduled reviews, the Contracting Officer or a designated representative may call a conference from time to time as deemed necessary to discuss any phase of the program. Such conferences may be held at the office of the ITV Project Manager or any location designated by the Contracting Officer.

F.14.3 Financial Management. The contractor shall maintain financial control of the contract and report to the Government as required. The reporting shall be based on the contract Work Breakdown Structure (WBS), Attachment 17. Reporting shall be at level 3 for element ITV (WBS 11.0) and at level 2 for the remainder of the WBS elements. Reporting shall be by Cost/Schedule Status Report, and Contract Funds Status Report.

F.14.4 Configuration Management

F.14.4.1 The LRIP Baseline Configuration (applicable upon completion of FCA (F.14.4.5) after delivery of LRIP vehicles) which is defined as (a) Attachment 1, and (b) drawir¿/specification resulting from FCA.

F.14.4.1.1 In the event of an inconsistency within the data comprising the LRIP Baseline Configuration, the inconsistency shall be resolved by giving precedence in the following order: (a) Attachment 1; (b) drawings/specifications resultant from FCA.

F.14.4.1.2 Except for Attachment 1 which contractor can not change, the contractor

shall make such changes to the LRIP Baseline Configuration in accordance with his system responsibility (Section 3.1) to correct test disclosed deficiencies as Record Type ECPs in accordance with MILSTD-480, and

may make such changes to the LRIP Baseline Configuration for purposes of product improvement or cost reduction as record type ECPs in accordance with MIL-STD-480, provided, however, that any of such changes that affect interface with the M113A1, the TOW System, shall be submitted as an ECP.

F.14.4.1.3 Product Baseline Configuration (applicable upon successful completion of TE/PEP/LRIP as evidenced by delivery of a TDP and by an IPR) (Section H.1.1 and H.2.1), which is defined as (a) Attachment 1, as definitized into a System Specification within the parameters/constraints of Attachment 1, (b) detailed drawings/specifications, and (c) Record Type ECP corrections overcoming DT II/OT II Test disclosed deficiencies.

F.14.4.1.3.1 In the event of an inconsistency within the data comprising the Product Baseline Configuration, the inconsistency shall be resolved by giving precedence in the following order: (a) Attachment 1, as definitized into a System Specification within the parameters/constraints of Attachment 1, (b) Record Type ECP corrections overcoming DT II/OT II Test disclosed deficiencies, and (c) detailed drawings/specifications.

F.14.4.1.3.2 Except for the System Specification which contractor can not change, the contractor

shall make such changes to the Product Baseline Configuration in accordance with his system responsibility (Section J.1) to correct test disclosed deficiencies, as Record Type ECP's in accordance with MILSTD-480, and

may make such changes to the Product Baseline Configuration for purposes of product improvement or cost reduction as Record Type ECP's in accordance with MIL-STD-480, provided, however, that any of such. changes that affect interface with the M113A1, the TOW System, or other GFE shall require Government apprcval and shall be submitted as an ECP.

F.14.4.1.4 Production Baseline Configuration (applicable upon completion of PCA following successful completion of IPT, (Attachment 11) which is defined as (a) System Specification, (b) detailed drawing/specifications, (including record type

F.14.4.1.4.1 In the event of any inconsistency within the data comprising the Production Baseline Configuration, the inconsistency shall be resolved by giving precedence in the following order: (a) System Specification, and (b) detailed drawings/specifications.

F.14.4.1.4.2 Except for the System Specification which contractor can not change, the contractor shall make such changes to the Production Baseline Configuration to correct subsequent test disclosed deficiencies or deficiencies disclosed at any time during the term of this contract; provided, however, that the proposed correction overcoming the disclosed deficiency shall require Government approval and shall be submitted as an ECP. The contractor shall not make any other changes to the Production Baseline Configuration without Government approval.

F.14.4.2 Any contractor change(s) to any of the above Baseline Configurations (a) to correct deficiencies, interface with the M113A1 APC or TOW, or (b) to product improve or to reduce cost, shall not be a basis for any change in target cost, target profit or ceiling price.

F.14.4.3 With respect to any ECP requiring Government approval, as aforesaid it shall be submitted to the PM, ITV. The Government shall notify the contractor in writing of approval or rejection within 30 working days after receipt by the PM.

F.14.4.4 The contractor shall retain all Record Type ECP documents at his facility. Copies of such ECP's shall be submitted on a monthly basis in accordance with the CDRL. Copies submitted shall cover all changes incorporated during the reporting period. All such changes to the specifications and/or drawings shall be incorporated in the final specifications and drawings submitted for approval at the Physical Configuration Audit (PCA).

F.14.4.5 The contractor shall conduct Configuration Audits on each Configuration Item (CI), consisting of a Functional Configuration Audit (FCA). The FCA shall be conducted in accordance with the Government Approved Quality Assurance Program Plan Requirements (DI-R-4802(MOD))· concurrently with the Maintenance Evaluation in paragraph F.5.3.2.
