F.5.2.2.1 Inspection Engineering. The contractor shall review all drawings and specifications and conduct engineering studies to recommend the amount and type of inspection and test controls required to achieve requisite quality of the ITV kit system.

F.5.3 Integrated Logistic Support. The contractor shall establish a logistic support analysis (LSA) program in accordance with the procedures of MIL-STD-1388 and the requirements contained herein. The contractor shall establish procedures for monitoring subcontractor/vendor activities to ensure their consistency with the requirements of this contract. The analysis program shall be a basis for integrating support element development efforts and shall provide the interface between the design engineering and integrated logistic suppo: programs. The L program shall be the single analytical effort for identifying logistic support requirements and shall constitute a composite of technologies used in the definition of specific logistic support requirements and the injection of support criteria into the design and acquisition processes.

F.5.3.1 Logistical Support Analysis. To include the following:

F.5.3.1.1 Program Planning. The contractor shall submit an LSA Plan in the prescribed format and shall implement the Plan in accordance with the requirements of the Contract Data Requirements List (DD Form 1423).

F.5.3.1.2 Logistic Support Analysis

F.5.3.1.2.1 The contractor shall perform an LSA of contractor-furnished items which impose logistic and operational requirements. The analysis shall also cover Government-Furnished Property (GFP) in the ITV kit. LSA shall be accomplished in conjunction with system/equipment design to evaluate the effort of design alternatives on support costs and operational readiness, and to assess logistic risks.

F.5.3.1.2.2 The contractor shall accomplish the analysis tasks and activities described in paragraph 5.8 of MIL-STD-1388-1 to determine the most cost effective and efficient procedures for performing maintenance. LSA documentation shall identify logistic resources required for test phase support and operational support of the system/equipment at all levels of maintenance. The logistic resources shall be defined in terms of:

F.5.3.1.2.2.1 The maintenance plan.

F.5.3.1.2.2.2 Support and test equipment.
F.5.3.1.2.2.3 Supply support.

F.5.3.1.2.3 System/equipment items that require documentation of logistic support requirements and for which the Government does not have an established maintenance capability shall be candidates for LSA. Maintenance capability as used in this paragraph includes, but is not limited to, training and training material, technical publications and data, support equipment and tools, personnel skills, supply support, and facilities. When GFP is to be integrated with contractorfurnished items, the contractor will be furnished LSA data by the, procuring activity.

F.5.3.1.2.4 The impact of support alternatives upon system/equipment lifecycle cost, availability, equipment and manpower loading, and stocking of parts shall be predicted and evaluated using modeling techniques. The model(s) shall be compatible with and shall not duplicate other system engineering models.

F.5.3.1.3 Logistic Support Analysis Record.

F.5.3.1.3.1 The Logistic Support Analysis Record (LSAR) data sheet formats contained in Appendix B of painphlet AMCP 750-16, shall be used to document LSA data. The contractor shall establish management controls which preclude duplication of effort in developing LSA documentation. Data recorded in the LSAR shall be used to satisfy the requirements for deliverable data listed on the Contract Data Requirements List (DD Form 1423).

F.5.3.1.3.2 The contractor may employ supplemental forms, work-sheets, technical reports, and other management devices, but is not relieved of the requirement to deliver LSAR documentation as required by the contract. Unless otherwise specified, the dimensions of the data sheet formats and the method of entry (pen, pencil, typewriter) shall be at the option of the contractor.

F.5.3.1.3.3 The contractor shall update LSA documentation to reflect changes in support requirements resulting from:

F.5.3.1.3.3.2 Logistic support improvements or the correction of deficiencies discovered through analysis of test results, or by the contractor's verification of LSAR documentation.

F.5.3.1.3.3.3 Procuring activity recommendations which result from Government review of LSA documentation.

Contractor responsibility for updating shall continue until the system/cquipment has achieved design stability or as otherwise specified in the contract. Each update shall be considered as new data for the purposes of review, approval, and delivery.

F.5.3.1.4 LSA Control Numbers. The contractor shall assign LSA control numbers to facilitate documentation control. These numbers will uniquely identify and functionally interrelate items which are being analyzed. The contractor is responsible for ensuring the compatibility of subcontractor/vendor LSA control numbers. The contractor's proposed numbering system shall require procuring activity approval.

F.5.3.1.5 Review and Approval of LSA Data. The contractor shall establish internal procedures that provide for progressive verification of the adequacy and technical accuracy of LSA documentation. Procedures for Government approval and acceptance of contractor data will be as specified by the procuring activity. The contractor shall participate in and provide support for the Government review to the extent required by the procuring activity. Approval of LSA documentation does not imply approval of a design change proposed as a result of LSA. Approval of such changes shall be obtained through the normal contractual process.

F.5.3.1.6 Data Delivery. The contractor shall provide periodic submissions of LSA documentation to the Government in accordance with the requirements of the Contract Data Requirements List (DD Form 1423).

F.5.2.1.7 Report actual expenditures, including direct cost of labor and materiels for each LSA Report subinission.

F.5.3.2 Maintenance Evaluation. The contractor shall, in conjunction with the Government conduct a physical tear-down and evaluation review of a pilot kit. Government shall monitor all aspects of the installation/maintenance evaluation which will be held at the contractor's facilities. The contractor's Maintenance Allocation Chart (MAC) shall be used as a guide during this tear down.

F.5.3.3.1 The contractor shall fabricate, develop, and deliver three (3) Maintenance Test Packages (MTP) which include all of the parts. test equipment and tools specifically set forth in F.5.3.3.2 required to support the ITV during DT II/OT II and Contractor/Government R/D Testing estimated not to exceed eight months. Maintenance support shall be covered from the operator/organizational to DS/GS levels.

F.5.3.3.2 The MTP shall consist of (i) spare part levels as defined in accordance with Paragraph F.5.3.4; (ii) peculiar support equipment (test sets and special tools); and (iii) ITV Operation/Maintenance Manuals through DS/GS.

F.5.3.3.3 Subject to the limitation set forth in Paragraph F.5.3.4 below, each MTP shall consist of the elements described above in sufficient quantities to support the following:

F.5.3.3.3.1 Six (6) Improved TOW vehicles to undergo DT II/OT II.

F.5.3.3.3.2 One (1) refurbished ITV competitive prototype to undergo Contractor Reliability/Durability Testing (see Paragraph F.4.2.7).

F.5.3.4 Provisioning. The Contractor shall:

F.5.3.4.1 Prepare and process provisioning requirements and provide provisioning data and reports in accordance with the requirements set forth in the Statement of Provisioning Requirements. (Attachment 16)

OF.5.3.4.2 Selection and allocation of repair parts will be according to the contractor prepared and Government approved Preliminary Maintenance Allocation Chart (PMAC).

F.5.3.4.3 Utilize the LSA data base for implementing provisioning requirements and documentation. Data elements not in the LSA data base, but required by the Statement of Provisioning Requirements, Para. 18, Addendum, will be manually prepared and supplied by the contractor.

F.5.3.4.4 Utilize existing records of the M13A1 furnished the contractor to reduce the provisioning documentation effort, by extracting records not applicable to the new "TOV" system. These records will contain the new Provisioning Control Code (PCC), to be established, and assigned to the new M113 model designated "TOW." The contractor will provide a list of these records not applicable to the

F.5.3.4.6 Part numbers to be used on provisioning documentation will be validated through the use of established military and/or Government standard drawings, listings and/or painphlets, prior to use for non-obsolescence or supersedure. Special attention will be given to items identified by Government and/or commercial standards.

F.5.3.4.7 Provisioning documentation will be submitted in complete packages, including EAM cards, 2-part EAM 80/80 Listing and drawings when required.

F.5.3.4.8 Prepare a Provisioning milestone schedule depicting all provisioning tasks and tasks relating to provisioning that are required to. achieve the end objective of provisioning.

F.5.3.5 Preservation, Packaging and Transportation.

F.5.3.5.1 The contractor shall conduct a program for the development and documentation of packing, preservation and transportation of the ITV kit, repair parts and special tool and support equipment.

F.5.3.5.2 In the event that hardware items for transportation, packaging and storage (e.g., metal reusable containers) are required, the contractor shall design and fabricate (1) one prototype of each such item and conduct an on-vehicle trial installation or test to demonstrate useability.

F.6 DATA REQUIREMENTS:

The contractor shall prepare and submit data and reports in the format specified in the applicable Data Item Description (DD Form 1664) and in the quantities and schedules set forth in the Contract Data Requirements List (DD Form 1423), Exhibit A hereof.

F.6.1 The Government shall approve or disapprove data submitted by the contractor in accordance with Exhibit A within the time set forth for each specific data item.
