1. Commerical Products. If the prime contract is for a commerical product (defined below), the required subcontracting plan may relate to the company's production of the item generally (both for the Government contract and for regular commercial sale) rather than solely to the item being procured under the government contract. In such cases, the contractor shall be required to submit one company-wide. annual plan to be reviewed for approval by the first agency with which he enters into a prime contract (which requires a subcontracting plan) during the fiscal year. The approved plan will remain in ́ effect for the entire fiscal year.

Commerical products are defined as products in regular production sold in substantial quantities to the general ublic and/or industry at established arket or catalog prices.

2 Make-or-Buy. In negotiating contracting plans, the contracting er shall take into account a prime actor's stated inability to subcontract due to an existing "make-orbuy" policy. A "make-or-buy" policy concerns the major subsystems. assembles, and components which the contractor manufactures, develops, or assemblies in his own facilities, and those which it obtains elsewhere by contract.

ACTION: Notice of Shortfall Reallocation
for Specialty Steel Quotas.

SUMMARY: The Special Representative
for Trade Negotiations hereby
reallocates shortfalls of certain specialty
steel quota categories as set forth below.
This action modifies certain quota
quantities for the third restraint period.
June 14, 1978-June 13, 1979. Quota
quantities are reduced for certain
suppliers who are not likely to export
the quantity of steel which would fill the
quotas assigned to them. The quota
quantities for other suppliers who are
able to supply additional steel are
increased

EFFECTIVE DATES: The reallocations
which result in a reduction of a quota
quantity shall be effective upon
publication of this notice in the Federal
Register. Reallocations which increase a
quota quantity shall be effective on the
seventh day following the date of

· publication of this notice in the Federal
Register.

GSA ORDER

SUBJECT: Delegation of Authority

1. Purpose. This order authorizes the Director, Office of Small and Disadvantaged Business Utilization, to carry out GSA's responsibility under sections 8 and 15 of the Small Business Act, as amended.

2. Background. The Small Business Act, as amended (Pub. L. 95-507, dated October 24, 1978) requires each Federal agency having procurement powers to establish an Office of Small and Disadvantaged Business Utilization. This office was established by GSA Order ADM 5440.

3. Delegation of authority. The Director, Office of Small and Disadvantaged Business Utilization, is delegated all authority necessary to comply with sections 8 and 15 of the Small Business Act, as amended, as they relate to GSA..

4. Implementing actions. The Director, Office of Small and Disadvantaged Business Utilization, in conjunction with other officials, including the Assistant Administrator for Acquisition Policy, and the ControllerDirector of Administration, shall initiate all actions necessary to implement this order.

5. Effective date. This order becomes effective on April 22, 1979.

GSA ORDER

SUBJECT: Change in GSA organization

1. Purpose. This order announces a change in the organization of GSA. 2. Change in organization. The Small Business Act, as amended (Pub. L. 95-507, dated October 24, 1978) requires each Federal agency having procurement powers to establish an Office of Small and Disadvantaged Business Utilization. In accordance with this statute, effective April 22, 1979:

a. The Socioeconomic Policy Staff of the Office of Acquisition Policy is redesignated the Office of Small and Disadvantaged Business Utilization; b. The office shall be headed by a director;

c. The director shall be responsible for implementing and executing. the functions and duties required-by: sections 8 and 15 of the Small Business Act, as amended, as, they relate to GSA. In this capacity only; the director shall report directly to the Deputy Administrator;

d. The director shall also coordinate other agency socioeconomic acquisition programs including GSA urban area programs, the labor surplus area procurement program, and mandatory source procurements from blind, handicapped, and Federal Prison Industry workshops.

3.- Implementing actions. Within 30 days from the effective date of this order, the Controller-Director of Administration, in conjunction with the Assistant Administrator for Acquisition Policy,' shall take the necessary actions to implement this order. Management shall notify recognized labororganizations of this change, and upon request, shall meet and discuss its impact on employees represented by the union to the extent required or permitted by applicable laws, regulations, and the negotiated agreement. The Controller-Director of Administration is authorized to cancel this order upon implementation.
