GOAL SETTING PROCEDURES

Goals will be established based on a study of the materials
and/or services to be procured, in relation to existing or
potential small and small disadvantaged concerns. These
goals will be in concert with the overall Division goals to
the maximum extent possible. It should be noted that due to the
configuration freeze on this vital program, we must remain with
approved sources only and at this time no Small Disadvantaged
Businesses appear on the source drawings for the required parts.

INDIRECT PURCHASES

Indirect purchases are allocated in accordance with our Cost Accounting Standards Disclosure Statement dated January 1979. This approach equates to approximately 4.1% of this facility's sales. For purposes of this reporting requirement, our plan is to allocate actual purchases of SB/SDB to this contract modification based on actual sales.

The Administrator is responsible for implementing this
Small Business and Small Disadvantaged Business Subcon-
tracting Plan. The administrator will ensure that the
Honeywell AvD Procurement Department carries out Honeywell
policy in the awarding of subcontracts to the fullest
extent consistent with the efficient performance of this
contract. Specifically, the Subcontract Plan Administra-
tor manages the AVD effort to locate small and small disad-
vantaged businesses which may be potential subcontractors
for this contract. The Administrator is responsible for
ensuring that potential subcontractors have the opportunity
to compete on an equal basis for the award of a subcontract.
The Administrator will further serve as a contact point within
Honeywell for small and small disadvantaged businesses and
will assure that questions from potential vendors concerning
Honeywell's purchasing policies and procedures are answered
by himself, the Small Business Coordinator, the Small Dis-
advantaged Coordinator, or other appropriate source. The
Administrator will monitor subcontract performance of orders
placed with small and small disadvantaged firms. Finally,
the Administrator will be responsible for the timely filing
of reports to the Government required under this Plan.

HONEYWELL CORPORATE POLICY AND PROCEDURE

Honeywell views the Small Business and Small Disadvantaged
Business Concern program as a continuation of past and
present commitment to assist those concerns and provide them
with the maximum practical opportunity to participate in
subcontracts. It is the policy and intention of Honeywell
to fully honor and implement the requirements of the laws
governing contracts into which Honeywell enters. Implemen-
tation of Honeywell Corporate policy is the responsibility
of the operating Division.

HONEYWELL AVIONICS DIVISION POLICY & PROCEDURE

It is Avionics practice and it is the policy of the Government (Executive Order 11458 as specified in Title 41, Code of Federal Regulations and ASPR 1-332, NASA PR 1.332) that the maximum practicable opportunity to participate in the performance of Government contracts be provided to minority business enterprises as subcontractors and suppliers to subcontractors performing work or rendering services as prime contractors or subcontractors under Government procurement contracts.

The utilization of the Minority Business Enterprise clause
shall be included in all contracts and subcontracts which
are appropriate. When requesting quotations or placing
orders or subcontracts, Procurement will assure, to the
extent possible, that minority businesses have been given
equitable consideration.

A supervisory member of the Procurement Department shall be
designated and function as the "Minority Business Officer".

Small Disadvantaged Business Program
Honeywell has a well established Minority Vendor Program which
has been demonstrably successful at the national and local
level. The Avionics Division has contributed to and shared
in this success. The Government has voiced recognition of
the Honeywell program and its responsiveness to the nation's
goals for minority vendor business enterprises. This Divi-
sion's Minority Vendor Program is directed by H. D. Flatten,
Director of Procurement. The liaison officer charged with
the day-to-day administration of this program is T. B. McMurtrey,
Procurement Services Supervisor.

All known minority business enterprises are given timely
consideration to participate in bid opportunities and
continuing efforts are devoted to finding/establishing new
sources. Opportunities are screened against directories of

The directories used are composites of local, regional and
national data on minority firms compiled into a useful format.
Supervisory level overview ensures optimum utilization of
directories. One of our Procurement Department's major goals
is the continued development and qualification of additional
minority suppliers. During 1978 we placed $374,734 with
twenty minority suppliers. Through October, 1979 we have
placed $435,140.

We welcome visits by representatives of minority companies
and any literature received from them is circulated to our
buyers. We have a Procurement Procedure (Section C, Procedure
1110) in which our subcontractors must submit Equal Opportunity
Compliance reports to us. Our purchase orders also include the
"Utilization of Minority Business Enterprises" clauses in accordance
with ASPR 1.332.

All buyers have been trained to cope with special situations
which could prevail when dealing with and developing minority
sources. As a further aid, Honeywell has published at national
and local levels a "Guide to Better Communications" which is
devoted to the subject of understanding.

In 1971 Honeywell's President, S. F. Keating, committed the
Corporation to provide business and technological support to
minority subcontractors. The Corporation and this Division's
commitment and policy in this area are covered in a publication
dated December 6, 1971 titled "Minority Vendor Program Guidelines".
These guidelines continue in force and contribute greatly to the
Corporation's success in supporting the government's Minority
Business Enterprises Program. Records are maintained on procedures
which ensure compliance with this program. As previously mentioned
source lists compiled at the Division and Corporate level have been
made available to all buyers to make sure minority firms are known
and used. Awards to minority business enterprises are recorded and
specific efforts to identify and award contracts are documented.
As part of continuing plan to foster, educate and train Small
Disadvantaged Concerns, we will maintain our membership in the
newly formed Florida West Coast Minority Purchasing Council, the
sole purpose of which is the promotion of Minority Business
Enterprise.
