It should be noted that the percentage of the expenditures awarded to small business is approximately 45% of the total gross material expenditure even though over 40% of the material expenditures were for placement of major subcontract material items where there are few small and no small disadvantaged businesses because of the high capitalized investment requirement. Examples of the few small are:

Alpha Industries; 20 Sylvan Avenue; Woburn, Massachusetts

DSD has been reviewed by PCASR and SPA on a quarterly basis in recent years and at each review the NCASP and SBA representatives have submitted names and information on possible new sources. The majority of these sources were not quali- fied to government nor Northrop quality requirements for materials to be charged on a direct hasis. A few of the successful new firms are:

Cherokee Container; 803 West Norse; Schaumburg, Illinois

PSD is presently in the process of drafting a division-wide policy statement which will incorporate the areas of responsibility as described in paragraph three, page 3 as necessary requirements in maintaining and monitoring any small disadvantaged business plan. The appropriate individual assigned to this psition will be required to adhere to or improve the stated requirements where necessary.

nsn presently has a vendor directory which incorporates all large, small and small disadvantaged business. The small disadvantaged businesses are also listed separately on a continuously-updated auxillary vendor list.

Finally, in response to your request for additional information from the factfinding question form dealing with the Small Business Plan for F-15 Lot V and Peace Sun, attached hereto is a copy of our response to your questions and marked as Attachment A.

Subcontracting Plan for Small Business and Small Disadvantaged
Business Concerns for F-15 AN/ALO-135(V) Lot V

The following comments are being submitted as amendments to the Subcontracting
Plan for Small Business and Small Pisadvantaged Business Concerns for Solici-
tation F33657-79-P-0366, F-15 AN/ALO-135(V) Lot V.

The second paragraph under I on page 1 will have removed from its contents the
following line:
provided such awards are consistent with the efficient
performance of said contract requirements. Under paragraphs two and three, the
following percentage rates and dollar figures shall be amended as follows:

75% shall be reduced to 50%
22.5% shall be increased to 45%

.0675% shall he increased to .15%
$14,012 shall be increased to $31,139

These goals have been increased due to the continued effort by Northren Defense Systems Division (DSD) to maintain the maximum possible opportunities for small and small disadvantaged business.

The percentage rate of .15%, as compared to the historical data shown on previous
F-15 contracts, can be seen as a progressive movement in obtaining additional
minority business. This becomes evident when reviewing past contracts in that
the previous 1-15 Program had a total minority involvement of approximately
.025% of the historical percentage rate of .32".

The first paragraph on the top of page 3 is herein amended and shall include the
