C. Changes/revisions/supplements shall not be provided for CFAE/CFE Peace Sun T.O.'s not identified herein unless specified otherwise on the contractual document procuring the T.0.

d. The Contractor shall prepare changes/revisions/and supplements (including source data for interim operational or safety supplements) in accordance with the same specifications, specification deviations, specification interpretations, and specification ordering data as applicable to the existing manual. The changes/revisions/and supplements will be supplied through the time period authorized by the procuring document. Additional costs nenerated as a result of new, amended, or revised specifications, specification deviations, specification interpretations, and specification ordering data shall be proposed by the Contractor and authorized by the procuring activity prior to implementation. The Contractor shall recommend use of current specifications when this will produce better or more economical publications.

4. RETROFIT DATA REQUIREMENTS

a.

Time Compliance Technical Order (TCTO) and Technical Order (T.0.) requirements for retrofit shall be as specified in Chapter 3 of this Technical Order Publications Statement of Work.

5. GENERAL REQUIREMENTS

a. Reproducible copy (including title page and list of effective pages), negatives and reproduction assembly sheets (to accompany each set of negatives) shall be prepared in accordance with MIL-M-38784 and MIL-P-38790 with specification amendments, revisions and deviations thereto, as applicable, to the USAF F-15 Technical Order Program.

b. The Contractor is authorized to retain reproducible copy resulting from this exhibit to facilitate preparation of future changes or revisions. This is subject to the following conditions: (1) that no cost to the Government shall be incurred by such storage; (2) storage provisions shall provide ample protection and (3) the Contractor shall at any time deliver the reproducible copy to the USAF upon request. Delivery by the Contractor and acceptance by the cognizant Government inspector of the negatives called for herein shall be considered as evidence of delivery to and acceptance by the Government of the reproducible copy required by this contract notwithstanding the fact that physical delivery of the reproducible copy may not actually be effected because of the authorized retention and storage arrangement set forth herein.

C. All Peace Sun ICS Technical Orders identified in paragraph 1 of this AFAD 71-531-(4)/M Exhibit shall provide coverage for the F-15 (Peace Sun) ICS equipment procured by the Government under said contract under which this document is incorporated by reference.

d. Last Change or Revision: Upon completion of delivery of the final changes or revisions required by this Technical Order Publications SOW, the Contractor shall submit a letter to the procuring activity to certify that delivered Technical Order data required.by this Technical Order Publications SOW completely covers

e. The Contractor shall present contractual questions or problems involving technical publications to the procuring activity.

f. Publication Reviews/Conferences may be scheduled by the Contractor or procuring activity as required and mutually agreed by both parties.

6. DELIVERY REQUIREMENTS

a. Country Standard Technical Order negatives (including title page and list of effective pages) and a reproduction assembly sheet shall be delivered to the AFPRO/St. Louis as follows:

(1) Initial Issues

(a) Basic Technical Order negatives identified in
paragraph 1 shall be delivered no later than 45 calendar
days prior to U.S. Government acceptance of the first
Peace Sun ICS.

(b) Technical Order Program Tapes identified in paragraph
1 shall be delivered no later than 15 calendar days prior
to U.S. Government acceptance of the first Peace Sun ICS.

(c) Validated preliminary manuals shall be delivered no
later than 30 days prior to delivery of applicable
hardware.

(d) A maximum of 25 copies of commercial manuals shall be
delivered no later than 30 days prior to delivery of
applicable hardware.

(2) New T.O.'s and Changes/Revisions/Supplements to T.0.'s
(a) Safety: Changes to correct data affecting safety
shall be delivered immediately when the facts become
known.

(b) Class I (Major) Changes: Negatives of new T.0.'s and
changes/revisions/supplements to T.0.'s shall be delivered
no later than 45 calendar days (tapes no later than
15 calendar days) prior to delivery of the first production
ICS equipment affected unless specified otherwise on the
contractual document authorizing the change.

(c) Class II (Minor) Changes: Negatives of changes/
revisions/supplements to reflect design, production
and modification changes shall be delivered not later
than 45 calendar days (tapes no later than 15 calendar
days) prior to delivery of the first production ICS
equipment affected. Other changes shall be delivered
at intervals as mutually agreed between the Contractor
and the procuring activity.

7. VALIDATION, INSPECTION AND ACCEPTANCE

a. The Contractor shall review and inspect the Peace Sun T.O. data to be supplied hereunder in accordance with the Quality Assurance Provisions of MIL-M-38784.

b. The Contractor shall validate the Peace Sun T.0. data to be supplied hereunder and furnish a record thereof in accordance with data item DI-M-3408/H-108-1/M. Data previously validated for USAF T.O.'s shall not require revalidation for the Peace Sun T.O.'s

to be supplied hereunder.

c. The following validation definitions shall apply:

(1) DEMONSTRATIONS

(a) Validation by demonstration consists of the
actual step-by-step performance of operating and
maintenance procedures including removal, installation,
calibration, adjustment, alignment, disassembly, etc.,
in true or reverse order to provide proof of the overall
accuracy and sufficiency of the instructions.

(b) Demonstration validations may be accomplished on a
complete ICS, support equipment (SE) or assembly.

(2) SIMULATION

(a) Validation by simulastion consists of comparison of
of procedural steps, descriptive data, and supporting
artwork with hardware as installed in the ICS assemblies,
source data, or interfacing SE components.

(b) Simulation (as described above) is acceptable for
use under the following circumstances:

(1) When the comparison of the Peace Sun T.O.
Procedures with the hardware will give reasonable
assurance of technical accuracy and adequacy of the
materal being validated.

(2) Engineering drawings may be used for simulation validation
where the "reasonable assurance" of the accuracy.and
adequacy of the material would be enhanced by the
use of such reference material.

(3) The use of factory checkout equipment (or
equipment other than that specified in the Peace
Sun T.0.) may be used to simulate similar conditions
that would exist using SE procured for use with the
F-15 ICS.

(4) Tolerances, measurements, sealing, curing,
finishing, etc., will be validated by comparison of
the procedures against engineering drawings or
specifications from which the data in the manuals was

d. Approved support equipment will be used when available. The Contractor may request required support equipment through the cognizant Government agency when the equipment is not available for validation at the Contractor's or Subcontractor's facility. If approved, standard USAF SE or F-15 peculiar SE is not available, the Contractor shall approve the use of suitable, equivalent substitute SE for use in validation. When standard USAF SE is substituted, the Contractor shall notify the AFPRO in writing. Lack of response from AFPRO within five days will denote concurrence. When ICS peculiar SE is substituted, the Contractor shall notify the SPO in writing, listing items to be substituted (by part number if possible). Response from the SPO is not required. Contractor's approval of substitute SE (either approved standard USAF SE or F-15 peculiar SE) is based upon Contractor's analysis and determination that such action will not degrade the validity of the T.0. validation exercise.

e. Inspection and acceptance of the data furnished hereunder will be performed by the Government activity having inspection cognizance over the facility involved.

8. PRINTING AND DISTRIBUTION

a. The Contract shall stock, monitor, control and accomplish the required distribution of all Peace Sun Country Standard Technical Orders as follows:

(1) Release negatives to the AFPRO/St. Louis for printing.
via DD Form 250.

(2) Determine the required stock levels and submit printing
quantity requirements to AFPRO/St. Louis at time of
negative delivery.

(3) After printing, negatives shall be returned to the
Contractor for storage, updating, or as otherwise directed
by the Contracting Office. Negatives referenced to herein
include all negatives generated under the provisions of
this AFAD.

(4) After printing, the printed T.0.'s shall be shipped to the
Contractor to accomplish the required distribution.

9. SHIPMENT OF NEGATIVES

a. Disposition of negatives, including reproducible copy, following completion of this contract will be as directed by the procuring activity.

1. Whenever Retrofit Data is contractually authorized, the following requirements shall apply to the preparation and delivery of Peace Sun Time Compliance Technical Orders (TCTOs).

Requirements for technical manual changes/revisions or new technical manuals resulting from the retrofit modification are also contained herein. 2. Peace Sun Time Complaince Technical Orders (TCTOs) identified in the contractual document approving the engineering change shall be furnished. The Peace Sun Technical Orders (CSTOS) identified in Chapter 2 of this Technical Order Publications SOW and new publication recommendations resulting from a Peace Sun TCTO shall be furnished in support of the hardware end item affected when procured as part of the modification change.

3. Peace Sun Time Compliance Technical Orders (TCTOs) shall apply to all Peace Sun modification changes.

4. PEACE SUN TIME COMPLIANCE TECHNICAL ORDERS

a. GENERAL REQUIREMENTS

(1) The format of Peace Sun TCTOs shall be prepared in general
accordance with MIL-T-38804.

(2) No AFLC Form 873 is required. Any reference to AFLC Form 873
in paragraphs not specifically mentioned in items listed in following
paragraphs shall be omitted.

(3) No AFLC Form 874 is required. Any reference to AFLC Form 874
in paragraphs not specifically mentioned in items listed in following
paragraphs shall be omitted.

(4) All references to "TCTO" shall be considered to be
"Peace Sun Country Standard TCTO".

(5) Delete all reference to War Readiness Material (WRM).
