(2) A DD Form 250, "Material Inspection and Receiving Report",
for the Peace Sun TCTO shall accompany each submittal and contain
a statement substantially as follows: "This data is delivered
in support of ECP

d. PRINTING AND DISTRIBUTION

(1) The Contractor shall stock, monitor, control and accomplish
the required distribution of all Peace Sun Country Standard Time
Compliance Technical Orders as follows:

(2) The Contractor shall reproduce the required quantity of
TCTO copies for inclusion in TCTO kits and other distribution
as required.

e. PACKUP DATA REQUIREMENTS

(1) A preaddressed postcard will be included in each kit to
facilitate status accounting reporting (Serial Number and Date
Installed).

f. DECALS AND VINYL FILM MARKINGS

(1) When specified on the DD Form 1423, decalcomanías and vinyl
film markings shall be provided.

JCP Waiver No. 23261, dated 26 February 1968, authorizing
equipment contractor furnishing of negatives, applies.

(1) Peace Sun Technical Orders and Program Tapes identified in Chapter 2 of this Technical Order Publications Plan which are affected by a Peace Sun Time Compliance Order (TCTO) shall be changed/revised to incorporate the retrofit change as ordered by procuring activity. The change/revision shall be prepared in accordance with the existing publication requirements unless otherwise specified on the document procuring the retrofit change.

(2) New Peace Sun Technical Orders and Program Tape Technical Orders shall be prepared in accordance with the requirements identified with the new manual recommendation.

(3) Recommendations for CFAE/CFE Technical Order data shall be included with the recommendation for the retrofit change.

(4) The provisions contained within this Technical Publication SOW as applicable to the above publications shall apply unless otherwise authorized on the contractual document.

b. DELIVERY REQUIREMENTS

(1) When the modification or inspection directed by the Peace Sun
TCTO requires changes or revisions to existing Peace Sun Technical Orders
or Technical Order tapes, the following delivery schedule will apply:

(a) For routine action Peace Sun TCTOS: Negatives

of the changes/revisions/supplements to Peace Sun Technical
Order manuals shall be delivered to the Government for printing
no later than concurrent with negatives of the Peace Sun TCTO.
Tape copies shall be delivered no later than 15 calendar days
prior to the date that Kits are scheduled for delivery to the
Government.

(b) For immediate and urgent action Peace Sun TCTOS:
Negatives of changes/revisions/supplements to Peace Sun
Technical Order Manuals shall be delivered to the Government
no later than thirty (30) calendar days and tapes fifteen (15)
calendar days prior to the scheduled release of the first Kit
to the Government. If Kits are not required, the changes and/or
revisions to the Peace Sun T.0.'s/tapes shall be delivered in
accordance with the contractually authorized scheduled.

(2) When new Peace Sun Technical Orders/tapes are required, Initial Peace Sun T.0.'s/tapes shall be delivered concurrently with delivery of the routine action Peace Sun TCTO. Where an Immediate Action or Urgent Action Peace Sun TCTO is required, the new Peace Sun T.0.'s/tapes shall be delivered to the Government in accordance with the schedule contained in the contract.

(3) The above delivery requirements shall prevail unless otherwise specified by the Contractor and approved by the Government.

c. VALIDATION, INSPECTION AND ACCEPTANCE, PRINTING AND DISTRIBUTION.

(1) Validation, inspection and acceptance, and printing and distribution applicable to Peace Sun Technical Orders/tapes resulting from the requirements of the Chapter 3 shall be identical to the requirements contained in

1. Procurement procedures for the identification, recommendation, and ordering of additional ICS CFE publications data.

a. The requirement governing preparation and submittal of CFE Notices are set forth in Data Item DI-M-3405A/M.

b. The following paragraphs document the procedures for the submittal,
approval, and ordering of additional CFE publications data.

(1) Technical manual data associated with contractually authorized
Engineering Change Proposals (ECPs) and Contract Change Proposals
(CCPs).

(a) The contractual documents which authorized the chance pro-
posals noted above may include authorization and price adjustment
(if appropriate) for the technical manual data identified in the
change proposal. "Record Type" CFE notices will be submitted
within 30 days after androval of the ECP to document the technical
manual data authorized by the change.

(2) Technical Manual data not associated with Engineering Change Pro-
posals (ECPs).

(a) Notices shall be submitted when the Contractor is prepared
to make a data recommendation. Recommendation shall be made after
considering quantity item cost, degree of repairability and in
sufficient time to insure that data will be available to support
the delivered equipment. CFE Notices shall be submitted as specified
below, notwithstanding, the fact that part number may not be assigned
at that time. At such time as the part number and other required
data become available, the Contractor shall submit a revised notice
as required.

(b) The provisions of AFAD 71-531-(19), AFAD 71-531-(19)A, AFAD
71-531-(19)B, and AFAD 71-531-(19) C as applicable shall be con-
sidered when submitting new commercial data recommendations by
CFAE/CFE Notice.

(c) The Contractor shall submit CFE Notices to the procuring activity for technical approval and contractual authorization.

(d) Within 20 working days after receipt of a CFE Notice, the
procuring activity shall advise the Contractor of technical
approval, or advise the contractor of areas which require
clarification or resubmittal of the CFE Notice. Technical ap-
proval of CFE Notices shall not constitute authorization for
the Contractor to proceed.

(e) If a price adjustment is required as a result of the CFE

Notice, the Contractor shall submit a firm price proposal for
preparing the technical manuals within 10 working days after
receiot of CFE Notice technical approval.

(f) Within 10 days after receipt of the Contractor's firm
price proposal for technical manuals, the PCO (or delegated
ACO) will: (a) notify the Contractor of acceptance and issue
an appropriate contract authorization (itemizing the CFE Notice).
or (b) advise the Contractor that the firm price proposal is
subject to further negotiation.

(a) In the event the PC or ACO makes the judgment that the
firm price proposal submitted by the Contractor should be subject
to further negotiation, the contracting parties shall promptly
enter into disucssions and shall mutually agree as to: (a) the
additions, deletions or changes to the technical manual recom
mendations of the Contractor, and (b) an equitable contract orice
adjustment.

(h) It shall be the obiective of the contracting parties to
reach agreement and to execute the necessary contractual docu-
mentation within a maximum of 2 months after the Government's
receipt of CFE Notices.

(3) Expedited Processing. If the Contractor considers that the nor-
mal procedures provided in the above paragraphs will jeopardize the
availability of technical manuals in sufficient time to support the
affected equipment, the Contractor shall do the following:

(a) Transmit the recommendation for such technical manuals to the
PCO by the fastest means possible (Fastfax/Telegraph/Telephone).
This recommendation will include not-to-exceed ceiling price for
the recommended manuals and will also set forth a proposed de-
livery schedule that could be met if the manuals were to be
ordered in accordance with the normal provisions in paragraph 16(1)
and lb (2) above. The PCO will use the procedures of the Basic Con-
tract clause entitled CHANGES if he elects to order the technical
manuals in accordance with this "Expedited Processing" procedure.

2. Technical Order Data and Requirements

a. PREPARATION REQUIREMENTS. Publications shall be prepared in
accordance with the requirements contained in Chapter 2 unless
specified otherwise on the contractually authorized CFAE/CFE Notice.
b. CHANGES AND REVISIONS. Changes and revisions to ICS CFAE/CFE
publications shall be as identified in the change proposal or as
specified on the contractually authorized CFAE/CFE Notice.

C. GENERAL REQUIREMENTS. General requirements applicable to added
ICS CFAE/CFE publications shall be identical to the "neneral requirements"
contained in Chapter 2 of this Technical Order Publications SOW unless

d. DELIVERY REQUIREMENTS. Delivery requirements applicable
to added ICS CFAE/CFE publications shall be identical to the
requirements contained in Chapter 2 unless specified otherwise on
the contractual document authorizing the change.

The validation, inspection and acceptance, printing and distribution
applicable to the added ICS CFAE/CFE publications shall be identical
to the requirements contained in Chapter 2 of this Technical Publications

CFAE/CFE Notice.
