COOPERATION OF STATE HIGHWAY DEPARTMENTS The fact that over 6,000 projects have been completely prepared and approved and contracts awarded for 90 percent of these, is indicative of the response of the State highway departments to the tremendous demands of the Public Works highway program. The finest cooperation possible has been extended to the Bureau and to other Federal agencies by the State highway departments generally and there exists a splendid spirit toward the major objective of this program-the providing of employment on as extensive a scale as possible.
