Dr. Mumford and the Library of Congress will lead off this year, as they did last year. The budget estimates for the Library total $99,391,100, an increase of $17,019,950 over the 1974 appropriations enacted to date. The request also includes 4,392 permanent budgeted positions for 1975, an increase of 237 over 1974. Doctor, I understand you have been excluded from the mandatory retirement provisions of the law.
