For commutation of rations while travelling on detached command from St. Louis, Missouri, to Baltimore, Maryland, from the 1st to the 3d of January, 1863, inclusive, three days, at seventy-five cents* per day....

* Commutation, at a rate exceeding the cost of the ration, is not allowed except to soldiers while travelling on detached command, and in cases of sick and wounded soldiers the care of whom is assumed by the States from which they come.
