Title 10 USC 2805 provides authority to the Secretary of Defense and the
Secretaries of the Military Departments to acquire, construct, extend,
alter or install permanent facilities having an approved cost of
$1,500,000 or less not otherwise authorized by law. Included are those
items required for which a need cannot reasonably be foreseen nor
justified in time to be included in an annual military construction
program, but are so urgently required that financing cannot be deferred
until legislation in support of a new program is enacted. (Current
