The subcommittee will come to order. We do not have the bill, as you know, but we do have the budget estimate submitted by the President. The bill has not yet passed the House, and our testimony will be directed toward the budget estimate. What steps, if any, the committee then takes rest within the wisdom of the committee and its discretion. But we thought we would start the hearing. Since calling the hearings, we have developed an epidemic of votes upstairs in the Senate, and we may have many interruptions. I hope not, but we cannot avoid it if we do. Nevertheless, we can proceed with these matters today, starting with the Library of Congress. We are very glad indeed to have Dr. Mumford, the Librarian of Congress with us again. The Library has requested for the fiscal year 1961 a grand total of $15,303,800, which is an increase of $1,001,010 over the appropriation 1 |
