AS COMPARED WITH THE $187.5 MILLION THE FEDERAL GOVERNMENT CONSTRUCTIVELY SPENDS FOR THE LAND & WATER CONSERVATION PROGRAMS OF THE BUREAU OF OUTDOOR RECREATION?
