DEAR MR. CHAIRMAN: Section 204 of Public Law 94-71, directed the Administrator of Veterans' Affairs to conduct a detailed study of claims filed for dependency and indemnity compensation relating to veterans who, at time of death during the 6-month period from September 1, 1975, to March 1, 1976, were receiving disability compensation from the Veterans' Administration based on a rating total and permanent in nature.

Enclosed are 12 copies of this completed study for your use. Copies of this study have also been sent to the House Committee on Veterans' Affairs.
