1 "(c) Under such regulations as the Administrator shall 2 prescribe pursuant to this subsection, any foreign excess 3 property may be returned to the United States for handling 4 as excess or surplus property under the provisions of sections 5 202, 203 (j), and 203 (1) of this Act whenever the head 6 of the executive agency concerned determines that it is in 7 the interest of the United States to do so: Provided, That 8 regulations prescribed pursuant to this subsection shall require 9 that the transportation costs incident to such return shall be 10 borne by the Federal agency, State agency, or donee 11 receiving the property."

To release the conditions in a deed with respect to a certain portion of the land heretofore conveyed by the United States to the Salt Lake City Corporation.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That notwithstanding the provisions of the Surplus Property 4 Act of 1944, as amended (50 U.S.C. 1622 (h)), the terms 5 and conditions in the instrument of transfer issued by the 6 United States on November 15, 1961, to the Salt Lake City 7 Corporation, providing for a reversion of title to the United 8 States under specified circumstances, are hereby released only 9 with respect to the following described tract in section 33, 10 township 1 north, range 1 east, Salt Lake meridian, Utah,

1 which contains a large concrete "U" (an emblem of the

2 University of Utah) and which comprises approximately 3 3.73 acres, more or less:

Act of 1949, as amended, and for other purposes.

Be it enacted by the Senate and House of Representa2 lives of the United States of America in Congress assembled, 3 That the first sentence of section 203 (j) (1) of the Federal 4 Property and Administrative Services Act of 1949, as 5 amended, is further amended to read as follows: "Under 6 such regulations as he may prescribe, the Administrator is 7 authorized, in his discretion, to donate without cost (except 8 for costs of care and handling and, with respect to excess 9 property described herein, costs of transportation and repair) 10 for use in any State for purposes of education, public health, or civil defense, or for research for any such purpose any
