OPENING STATEMENT BY SENATOR SAM NUNN, CHAIRMAN

Senator NUNN. The Subcommittee on Manpower and Personnel meets today to consider policies and issues related to the contracting out of Defense functions and services.

PROBLEMS IN OVERALL MANPOWER PLANNING

The fiscal year 1975 Department of Defense Authorization Act included a provision, originally proposed by this committee, that states: It is the sense of Congress that the Department of Defense shall use the least costly form of manpower that is consistent with military requirements and other needs of the Department of Defense. Therefore in developing the annual manpower authorization requests to the Congress and in carrying out manpower policies, the Secretary of Defense shall, in particular, consider the advantages of converting from one form of manpower to another-military, civilian or private contract for the performance of a specified job. A full justification of any conversion from one form of manpower to another shall be contained in the annual Manpower Requirements Report to the Congress.

I cite this section in full because it provides a clear statement of the overall manpower planning which should be conducted by the Defense Department. I supported this language at the time it was proposed and I support it now. Indeed this subcommittee has encouraged this kind of comprehensive planning in its review of the annual manpower authorization request.
