I desire to report that Mr. Passman, one of the distinguished members of this committee is the chairman of the Foreign Aid Subcommittee and is holding a hearing of that committee this morning which prevents his attendance at this committee. RESIGNATION OF Hon. BENJAMIN F. JAMES At the outset, I want to announce the resignation from the committee on June 11, 1958, of Mr. James, one of our very valuable members. Although he is still a Member of the Congress, he had a very serious operation and on account of his health he had previously announced that he would not run for reelection this year. Because of his health, he resigned his committee work. Mr. James has been an PXceptionally valuable member of this subcommittee. He was elected to the committee on January 15, 1951, and has served on it since that time. He was particularly helpful in reviewing the budget of the Bureau of Printing and Engraving and some of the other bureaus where printing and engraving were involved. In addition to that, he is one of the finest gentlemen that I ever knew and I want to take this opportunity to express my very sincere regrets that we will no longer have the coure of his membership on the committee.
