CHAPTER XVI.

BUREAU OF ADMINISTRATION.

The Bureau of Administration is the first step in the building of this organization. The director is charged with the responsibility for the creation and operation of such divisions thereunder as are necessary to meet all statutory requirements and essential to the accomplishment of the purposes of the Trading with the Enemy Act.

It is also incumbent upon the director of this bureau to superviso the classification and compilation of all estimates of appropriations, for submission through the Treasury Department to Congress, and to officially approve for payment all properly incurred obligations. While the work of this bureau calls for a strict compliance with certain well defined rules and regulations incident to the establishment and operation of Government agencies, and its functions are mainly preliminary to the final adjudication of matters over which the Alien Property Custodian has jurisdiction, it is the duty of the director thereof to exercise general supervision over the machinery of the entire organization.

In order to secure the greatest degree of efficiency it has been found necessary to establish within this bureau the following divisions, the duties of which are hereafter particularly set forth:

(1) Division of Quarters, Supplies and Equipment.

(2) Division of Mails and Files.

(3) Division of Personnel.

(4) Division of Report Registry.

(5) Division of Appropriation-Accounting.

(6) Division of Appropriation--Disbursement.
(7) Division of Audit.

(8) Division of Interdepartmental Service.

DIVISION OF QUARTERS, SUPPLIES, AND EQUIPMENT

Is charged with the duty of negotiating for and the securing of proper accommodations for the conduct of the work of this organization; has entire jurisdiction over the management, control, and su

pervision of all buildings and premises so occupied; is responsible for the securing of such supplies and equipment in accordance with Government rules and regulations as the Director of the Bureau of Administration may determine to be necessary, and the keeping and maintaining of such records as are sufficient to meet all requirements.

DIVISION OF MAILS AND FILES

Is charged with the duty of receiving and distributing all incoming mail to the particular bureaus entitled thereto, to collect for the purpose of copying and forwarding all correspondence issuing therefrom, and the establishment and maintenance of a proper system of files which will insure the preservation of all trust records.

Files are divided into three separate and distinct classes, as follows:

(a) A trust file, which refers exclusively to the property of a particular enemy and contains in detail a complete history of the administration thereof.

(b) An investigation file, which contains a complete record of all correspondence preliminary to the actual filing of the formal report and the assignment of a trust number after recommendation by the Bureau of Investigation.

(c) A general file, for the purpose of maintaining a record of all correspondence relative to the policies of the organization and where the information desired is not associated with the administration of a particular trust.

DIVISION OF PERSONNEL

Is in charge of the selection of persons certified by the Civil Service Commission as eligible for appointment, the making of all reports relative to the commencement and termination of the service of each individual appointee, and the maintenance of such records from which the status of all employees can be accurately and conveniently determined.
