Appropriations with no increase: Books for the Law Library, $110,000; papers of the Presidents, $112,800; American motion pictures, $60,600.

STATEMENT OF LIBRARIAN OF CONGRESS

Senator MONRONEY. I believe you have a prepared statement, do you not?

Mr. MUMFORD. Yes, Mr. Chairman, I have a summary statement here. I wish to thank you for this opportunity to explain the Library's

estimates for 1964.

TOTAL AMOUNT REQUESTED

The appropriation requests for fiscal year 1964 total $21,252,400. Apart from the foreign currency program, which I shall discuss separately, the total is $20,274,400 an increase of $981,960 over the corresponding total for fiscal year 1963.

Senator MONRONEY. In other words, the funding in actual dollars or the outflow of dollars would be this.

Mr. MUMFORD. This does not include the foreign currency program. Senator MONRONEY. You will be increasing only $981,960 in actual dollar expenditures.

INCREASES OVER 1963

Mr. MUMFORD. Yes, that is correct. What I am about to say relates to this. When nonrecurring items and other decreases are taken into account to arrive at a base for 1964, the increases over 1963 amount to $2,137,082. Among the nonrecurring items and other decreases, the main item is $1,100,000 for renovation of the Naval Weapons Plant.

NAVAL WEAPONS PLANT QUARTERS

I would like to take this opportunity to thank you and the committee for the prompt and favorable action which we received last year in approving the renovation of space in the Naval Weapons Plant after our hearings had taken place in the House and to which the House agreed.

Senator MONRONEY. These quarters are now in full use, are they? Mr. MUMFORD. No, they are to become available after the first of next year. Since the $1,100,000 will be obligated in 1963, that is the $1,100,000, no funds will be required for the purpose in 1964. I wish to point out that, in keeping with our commitment in 1961, we are eliminating four more elevator positions because of further automation of our annex elevators.

PERCENT OF RETURN TO TREASURY

I would also like to point out that the Library of Congress returns approximately 22 percent of its appropriation to the Treasury. This results from the card distribution sales and from copyright fees. Of the increases over the base for 1964, 41 percent is required solely to maintain the present staff, because of such mandatory items as pay raises and within-grade salary advancement.

NEW POSITIONS FOR CATALOGING WORK

The remaining requests are for improving services and to meet urgent workload requirements and they have been included in the estimates only after very careful selection of priority needs. First,
