ADDING CERTAIN LANDS TO ROGUE RIVER NATIONAL FOREST, OREG.

REPORT

[To accompany H. R. 199]

The Committee on the Public Lands, to whom was referred the bill (H. R. 199) to add certain lands to the Rogue River National Forest in the State of Oregon, after careful consideration of same, report favorably thereon with the recommendation that the bill do pass without amendment.

Facts concerning this proposed legislation are hereinbelow set forth, as contained in the favorable report of the Secretary of the Interior under date of March 27, 1937.

MY DEAR MR. DEROUEN: I have received your request of January 6 for a report on H. R. 199, proposing to add to the Rogue River National Forest, in the State of Oregon, certain Oregon and California Railroad grant lands, the title to which revested in the United States under the act of June 9, 1916 (39 Stat. 218). The tracts proposed to be added to the forest are located in secs. 3, 23, and 27, T. 37 S., R. 3 E., Willamette Meridian, Oregon, and are within the exterior boundaries thereof. These lands have been classified as provided by the act of revestment as follows: Lots 3 and 4 (NNW), sec. 3, timbered lands, chiefly valuable for power site purposes, and withdrawn from entry by Water Power Designation No. 10, approved April 27, 1917; SNW sec. 23, agricultural land; NENE sec. 27, timbered and the NWNE of said section agricultural land. Lots 3 and 4, sec. 3, the WNE1⁄4NE and the ENW1⁄4NE1⁄4 sec. 27 are included in Executive Order of Withdrawal No. 5063, dated February 28, 1929, in aid of proposed legislation. The SNW sec. 23 is included in Executive Order of Withdrawal No. 6910, dated November 26, 1934, pending determination of the most useful purpose to which such land may be put.

The bill proposes to remove the described lands from the disposition prescribed by the act of June 9, 1916, supra, by changing their status to national-forest land and provides for the valuation thereof, through an appraisal and for the transfer to the Oregon and California land-grant fund of the amount of such valuation from the national-forest receipts.

I have no objection to the enactment of the bill.

Pursuant to a request by this Department, the Bureau of the Budget, under date of March 15, reported that it had no objection to the presentation of this report and transmitted a copy of a letter from the Federal Power Commission dated March 11, to the effect that there is no objection on the part of the Commission to the enactment of this bill.
