I have been advised by the Honorable Wayne L. Hays, Chairman of the Committee on House Administration, that pursuant to action by the Committee on March 20, 1973, certain custodial employees of the Doorkeeper of the House, working in the Capitol and House Office Buildings will be transferred and placed under the direction and authority of the Architect of the Capitol, effective April 1, 1973. A copy of the letter from Chairman

Hays is enclosed.

The positions to be transferred to the Architect of the Capitol and the estimated annual costs of those positions and related expenditures, are as follows:

1/ This amounts to $8,750 which we will attempt to absorb
for the fiscal year 1973.

We will, of course, require funding to cover the costs of these positions and related expenditures. I urge, therefore, that the amount of $75,000 be included in the pending Supplemental Appropriation Bill under the appropriation "Capitol Buildings" to cover the costs for the balance of this fiscal year.

In addition, I request that an additional amount of $300,000 be included in the Legislative Branch Appropriation Bill, 1974, under the Appropriation "Capitol Buildings", and an additional amount of $35,000 be included under the appropriation "House Office Buildings", to cover the costs of these positions and related expenditures on a full-year basis for fiscal 1974.

Pursuant to action by the Committee on House Administration of March 20, 1973, please be advised that you will have transferred and placed under your direction and authority the custodial force presently under the jurisdiction of the Doorkeeper of the House of Representatives.

This custodial force includes thirty-one persons

whose names, salaries and position numbers are attached.

The Committee also transferred to your office from the office of the Doorkeeper four positions in the House Baling Room whose present salaries and names are also attached.

These transfers are both effective April 1, 1973.
