APPENDIX B CONTROL SURFACE LOADINGS 3.1 General

(a) If allowed by the specific requirements this part, the values of control surface iding in this appendix may be used to demine the detailed rational requirements

23.397 through 23.459 unless the AdInistrator finds that these values result unrealistic loads.

(b) In the control surface loading condions of § B23.11, the airloads on the movable rfaces need not exceed those that could be Stained in flight by using the maximum mit pilot forces prescribed in § 23.397(b). If e surface loads are limited by these maxium limit pilot forces, the tabs must be eflected

(1) To their maximum travel in the direcon that would assist the pilot; or

(2) In an amount corresponding to the reatest degree of out-of-trim expected at e speed for the condition being considered. (c) For a seaplane version of a landplane, he landplane wing loadings may be used to etermine the limit maneuvering control rface loadings (in accordance with B23.11 ad figure B1 of Appendix B) if—

(1) The power of the seaplane engines oes not exceed the power of the landplane ngines;

(2) The placard maneuver speed of the eaplane does not exceed the placard maneuer speed of the landplane;

(3) The maximum weight of the seaplane oes not exceed the maximum weight of the And plane by more than 10 percent;

(4) The landplane service experience does

Acceptable values of limit average maneuvering control-surface loadings may be obtained from figure B1 of this Appendix in accordance with the following:

(a) For horizontal tail surfaces

(1) With the conditions in § 23.423 (a) (1) obtain was a function of W/S and surface deflection, using

(i) Curve C of figure B1 for a deflection of 10° or less;

(ii) Curve B of figure B1 for a deflection of 20°;

(iii) Curve A for a deflection of 30° or more;

(iv) Interpolation for all other deflections; and

(v) The distribution of figure B7; and (2) With the conditions in § 23.423 (a) (2) obtain w from Curve B of figure 1 using the distribution of figure B7.

(b) For vertical tail surfaces

(1) With the conditions in § 23.441(a) (1), obtain was a function of W/S and surface deflection using the same requirements as used in subdivisions (a)(1) (1) through (a) (1) (v) ;

(2) With the conditions in § 23.441(a)(2), obtain w from Curve C, using the distribution of figure B6; and
