The States of Querétaro, Hidalgo, Puebla, Tlaxcala, Morelos, Mexico, Michoacán, and the Federal District; and that part of the State of Oaxaca north of a line drawn due east from the Guerrero boundary to Yautepec (San Carlos Yautepec) passing through and including Ejutla, thence northeasterly from and including Yautepec to the Vera Cruz boundary at a point due east of Choapam; the town of Tuxtepec, Oaxaca (near the Vera Cruz state boundary) also being excluded from the Mexico City district.

Monterrey, Nuevo Leon

That part of the State of Nuevo Leon lying south of a line drawn through and including Golondrinas, in a direction slightly south of east through Paras (excluded); and excepting also that part of Nuevo Leon to the west of a line connecting the two southeastern points of the State of Coahuila. Nogales, Sonora

That part of the state of Sonora lying north of a line drawn east and west through and including the town of Carbo and west of the 110th degree of longitude but including the territory immediately contributary to the Cananca-Naco Railway. Nuevo Laredo, Tamaulipas

That part of the State of Nuevo Leon lying north of a line passing through, but excluding, Golondrinas, in a direction slightly south of east through Paras (included); and that part of the State of Tamaulipas to the north of a line drawn east and west just to the north of Mier on the Rio Grande.

Salina Cruz, Oaxaca

That part of the State of Oaxaca lying south of a line drawn from the Guerrero boundary directly east to Yautepec (San Carlos Yautepec) passing through but excluding Ejutla, thence northeasterly from, but excluding, Yautepec to the Vera Cruz boundary at a point directly east of Choapam; that part of the State of Vera Cruz lying to the east of a line from Point Zapotitlán on the Gulf of Mexico to the Oaxaca boundary, passing through Achotal (included); that part of the State of Chiapas lying south of a line drawn from the point common to the boundaries of the States of Chiapas, Oaxaca, and Vera Cruz directly east to the Guatemalan border.

Saltillo, Coahuila

That part of the State of Coahuila lying to the south of a line drawn from, but excluding, Cuatro Cienegas eastwardly to the Nuevo Leon boundary, through a point just south of Monclova, and to the east of a line drawn from Cuatro Cienegas southwardly to, but excluding, Parras, and thence south easterly to the Zacatecas boundary at a point directly north of Mazapil, Zacatecas; that part of the State of Zacatecas lying to the east of a line drawn north and south through, and including Mazapil; that part of the State of Nuevo Leon lying to the north and west of a line connecting the two southeastern points of the State of Coahuila.

San Luis Potosí, San Luis Potosí

The States of San Luis Potosí and Guanajuato, excepting that portion of the State of San Luis Potosí lying to the east of a line drawn north and south through, but excluding, the town of Tamazopo.

Tampico, Tamaulipas

That part of the State of Tamaulipas lying south of latitude 24°; that part of the State of Vera Cruz lying north of the Rio Cazones; and that part of the State of San Luis Potosí lying to the east of a line drawn north and south through, and including, the town of Tamazopo.

Torreon, Coahuila

Those parts of the States of Coahuila, Durango, and Zaca. tecas within the following boundaries: the parallel of 28° latitude from the Chihuahua boundary east as far as La Fe, Coahuila (included); thence southeasterly to Cuatro Cienegas (excluded); thence south to Parras, Coahuila (included); thence southeasterly to the Coahuila-Zacatecas boundary at a point directly north of Mazapil, Zacatecas; thence directly south on a line through Mazapil (excluded) to the Zacatecas-San Luis Potosí boundary; thence southwesterly on the Zacatecas-San Luis Potosí boundary to the Tropic of Cancer and westerly on the Tropic of Cancer to a point directly southeast of Canitas, Zacatecas; thence by a straight line drawn through Canitas (excluded), to Descubridora, Durango (included), intersecting the railroad between Torreon and Durango so as to leave the town of Trinidad in the Torreon district; thence directly north by a line through Descubridora to the northern boundary of Durango; thence directly east to the Coahuila boundary and northerly by the Coahuila boundary to latitude 28°.

Zacatecas, Zacatecas (vice consulate): The State of Aguascalientes; that portion of the State of Zacatecas which lies south of the Tropic of Cancer; and that portion of the State of Jalisco which lies between the States of Nayarit and Zacatecas and north of a line drawn east and west and immediately north of but excluding the town of Amatlán.
