AN ACT

To amend Public Law 301, Seventy-ninth Congress, approved February 18, 1946,
so as to extend the benefits of the Missing Persons Act, approved March 7,
1942 (56 Stat. 143), as amended, to certain members of the organized military
forces of the Government of the Commonwealth of the Philippines.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled, That the sentence
under the heading entitled "Transfer of Appropriations", contained
in title II of the First Supplemental Surplus Appropriation Rescis-
sion Act, 1946 (Public Law 301, Seventy-ninth Congress, approved
February 18, 1946), is hereby amended by striking out the period at
the end of the sentence and inserting the following: ", and (3) the
Missing Persons Act, approved March 7, 1942 (56 Stat. 143), as
amended."

SEC. 2. The Secretary of War is authorized to reconsider claims upon which payment has been denied by reason of section 1 of this Act having been omitted from the First Supplemental Appropriation Rescission Act of 1946 (Public Law 301, Seventy-ninth Congress, approved February 18, 1946).

AN ACT

To extend the authority of the Administrator of Veterans' Affairs to establish
and continue offices in the territory of the Republic of the Philippines.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled, That Public Law 91,
Eightieth Congress, approved June 14, 1947, is hereby amended to

read as follows:

"That the authority in section 7 of the World War Veterans' Act, 1924 (43 Stat. 609; 38 U. S. C. 430), and section 101 of the Servicemen's Readjustment Act of 1944 (58 Stat. 284; 38 U. S. C. 693a), to establish and continue regional offices, suboffices, contact units, or other subordinate offices may continue to be exercised by the Administrator of Veterans' Affairs with respect to territory of the Republic of the Philippines on and after the date of its independence if he deems such offices necessary, but in no event after June 30, 1950."

AN ACT

To assist by grants-in-aid the Republic of the Philippines in providing medical care and treatment for certain veterans.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That in order to assist the Republic of the Philippines in providing medical care and treatment for veterans, as defined in section 2 of this Act, who are in need of hospitalization for disabilities, determined by the Veterans' Administration under laws which it administers to be connected with the service described in such section, the President is authorized, subject to the provisions of this Act, to furnish aid in the form of grants to the Republic of the Philippines (a) for the construction and equipping of hospitals in the Philippines to be used exclusively for such medical care and treatment and (b) for expenses incident to such medical care and treatment in either the hospitals so constructed and equipped or other hospitals in the Philippines.

SEC. 2. For the purposes of section 1 of this Act, the term "veterans" means persons who served in the organized military forces of the Government of the Commonwealth of the Philippines while such forces were in the service of the armed forces of the United States pursuant to the military order of the President of the United States, dated July 26, 1941, including among such military forces organized guerrilla forces under commanders appointed, designated, or subsequently recognized by the Commander in Chief, Southwest Pacific Area, or other competent authority in the Army of the United States, and who were discharged or released from such service under conditions other than dishonorable.

SEC. 3. Any grant for the construction and equipping of a hospita may be made prior to or following its completion: Provided, That the total of such grants shall not exceed $22,500,000.

SEC. 4. Grants for expenses incident to hospitalization may be made for a period not to exceed five years to reimburse the Republic of the Philippines for moneys expended for such hospitalization: Provided, That the total of such grants shall not exceed $3,285,000 for any fiscal

year.

SEC. 5. The President may from time to time prescribe such rules and regulations and impose such conditions on the receipt of financial aid as may be necessary to carry out the provisions of this Act; and he may delegate in whole or in part the authority conferred upon him by this Act to any officer or officers of the United States.

SEC. 6. There are hereby authorized to be appropriated, out of any money in the Treasury not otherwise appropriated, such sums as may be necessary to carry out the provisions of this Act.

AN ACT

To authorize the appointment of officers on the active list of the Philippine
Scouts in the Regular Army, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That until a date one year following the date of enactment of this Act, and within the authorized active list commissioned officer strength of the Regular Army, the President, by and with the advice and consent of the Senate, is authorized to appoint officers on the active list of the Philippine Scouts, who were appointed therein prior to June 30, 1933, and who are or become citizens of the United States prior to appointment hereunder, in the Regular Army in the same commissioned officer grades as are held by such officers in the Philippine Scouts at the time of appointment.

SEC. 2. The names of officers so appointed shall be entered on the Army promotion list in their permanent grades, precedence within grades being fixed in accordance with their relative permanent grade seniority among themselves and among Army promotion-list officers at the time of appointment.

SEC. 3. All active Federal service performed as commissioned officers of the Philippine Scouts by officers appointed under this Act shall be creditable as active commissioned service as officers of the Regular Army for all purposes: Provided, That their positions on the promotion list shall be determined as provided in section 2 hereof. SEC. 4. The acceptance of appointments in the Regular Army under this Act shall operate to vacate the military status in the Philippine Scouts theretofore occupied by each of the appointees.
