much thereof as may be necessary be, and the same is hereby appropriated, out of any funds not otherwise appropriated, for the purpose of purchasing file cases for the preservation of the records. of the supreme court of Mississippi.

Sec. 2. That the amount hereby appropriated, be expended on the order of the supreme court.

Sec. 3. That this act take effect and be in force from and after its passage.

CHAPTER 98.

HOUSE BILL No. 14.

AN ACT making an appropriation of three hundred dollars for the year 1918, and three hundred dollars for the year 1919, to be used in carrying out the provisions of an act entitled, "An act to prevent blindness in new born, etc." approved March 15, 1916.

For prevention of blindness in new born children.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of three hundred dollars for the year 1918, and three hundred dollars for the year 1919, or so much thereof as may be necessary, is hereby appropriated out of any money in the state treasury not otherwise appropriated, for the purpose of carrying out the provisions of an act entitled, "An act for the prevention of blindness from inflammation of the eyes of the new born," etc., approved March 15, 1916.

Sec. 2. That all acts or parts of acts in conflict with this act are hereby repealed and that this act take effect and be in force. from and after its passage.

CHAPTER 99.

SENATE BILL No. 477.

AN ACT to appropriate money to pay Mrs. Annie Day for services rendered in the office of the state treasury for the years 1916 and 1917 for which no appropriation was made heretofore.

To pay Mrs. Annie Day for services in treasury department.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there be and is hereby appropriated out of any money in the state treasury not otherwise appropriated, the sum

of $200.00 to pay Mrs. Annie Day for services rendered in the office of the state treasury for which no appropriation had heretofore been made; one hundred dollars of the said amount being for services rendered in the year 1916 and one hundred dollars being for services rendered during the year 1917.

Sec. 2. That this act shall take effect and be in force from and after its passage.

CHAPTER 100.

HOUSE BILL No. 287.

AN ACT to appropriate two hundred and ninety-two dollars and fifty cents to pay interest coupons in bonds described as "Coupons No. 3, state of Mississippi, 4 1-2 per cent bonds dated July 1, 1914, Class A, numbered M-17 to M-29 inclusive, the coupons having matured January 1, 1916 for $22.50 each, the total amount of the 13 coupons being $292.50."

To pay interest on certain bonds of 1914.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of two hundred and ninety-two dollars and fifty cents (292.50), be and the same is hereby appropriated out of any money in the state treasury, not otherwise appropriated, to pay interest on bonds numbered M. 17 to M. 29, inclusive, issued July 1, 1914, bearing interest of four and one-half per cent (4 1-2 per cent) until January 1, 1916. Coupons for said interest not having been presented for payment until after appropriations, made by chapter 1, laws of 1912, had lapsed under section 64 of the state constitution.

Sec. 2. That this act take effect and be in force from and after its passage.

SENATE BILL No. 331.

AN ACT to make an appropriation to pay the lieutenant governor for services as acting governor.

To pay lieut.-governor for services as acting governor.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of five hundred and sixty one dollars and twenty nine cents ($561.29), be, and the same is hereby appro

priated out of any money in the state treasury not otherwise appropriated, to pay Lee M. Russell, lieutenant governor, for forty one day's services as acting governor; twenty days of such services being the year 1916 and twenty one days for 1917; for which time he has received no compensation.

Sec. 2. Said sum shall be paid out on warrant of the state auditor to be issued for said amount.

Sec. 3. That this act shall take effect and be in force from and after its passage.

CHAPTER 102.

SENATE BILL No. 247.

AN ACT to appropriate money to pay interest coupons on bonds of the state of Mississippi.

To pay interest on certain bonds.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $3,000.00 or so much thereof as may be necessary, be, and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated, to pay interest coupons on bonds of the state of Mississippi for which an appropriation was made; said interest coupons not being presented for payment until the appropriation for same had lapsed.

Sec. 2. That this act take effect and .be in force from and after its passage.

CHAPTER 103.

SENATE BILL No. 180.

AN ACT authorizing the state of Mississippi to donate the sum of $500.00 for the year 1918, for the support and maintenance of an Indian school in the town of Union, Newton county.

Donation to Indian school in Union, Miss.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there be, and is hereby donated out of any money. in the state treasury not otherwise appropriated, the sum of $500.00 for the year 1918 for the support and maintenance of an Indian school located in the town of Union, Newton county, Mississippi.

Sec. 2. That the sums donated by this act shall be expended by the municipal trustees of the town of Union for the support of said Indian school and the auditor of public accounts is hereby authorized to issue his warrants on the state treasurer upon certificates issued by the president of the said board of trustees countersigned by the secretary of the board.

Sec. 3. That this act take effect and be in force from and after its passage.

CHAPTER 104.

HOUSE BILL No. 474.

AN ACT making an appropriation for the refund of registration fees collected on automobiles during the years 1912 and 1913 under chapter 108, laws 1912.

Automobile tax refunded.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of one hundred and five dollars ($105.00), or so much thereof as may be necessary, be and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated for the purpose of refunding to automobile owners the amount of registration fees paid into the state treasury under and by virtue of the provisions of chapter 108, laws of 1912, which has been declared unconstitutional by the supreme court.

Auditor to issue warrants.

Sec. 2. The auditor of public accounts is hereby authorized to issue his warrant in favor of the automobile owners who paid said registration fees, as shown by the register kept in his office. Sec. 3. That this act take effect and be in force from and after its passage.

CHAPTER 105.

HOUSE BILL No. 385.

AN ACT to raise revenue to carry on the state government of Mississippi for the years 1918 and 1919.

Ad valorem tax levy for 1918-1919.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the state ad valorem tax is hereby fixed at five

and one half (52) mills on the dollar for the year 1918 and five and one half (52) mills on the dollar for the year 1919. Limitation on county tax levy.

Sec. 2. That county boards of supervisors may levy taxes for all purposes (exclusive of all county or district road taxes, courthouse, tick eradication, county common school, agricultural high school and all other county or district school taxes) at a rate not exceeding eight (8) mills on the dollar for the year 1918 and eight (8) mills on the dollar for the year 1919, exclusive of the state levy or tax rate fixed and provided for in section 1 of this act.

Sec. 3. That this act take effect and be in force from and after its passage.

The foregoing bill was reconsidered and passed by the house of representatives, notwithstanding the veto of the governor on March 23, 1918.

CHAPTER 106.

HOUSE BILL No. 607.

AN ACT imposing a privilege tax upon domestic meat packing houses, persons, corporations or joint stock companies, curing and storing their own and other domestic meats and marketing their own products at wholesale or retail.

Privilege tax on meat packing houses.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That a privilege tax be, and the same is hereby imposed upon every domestic meat packing house, person, corporation or joint stock company organized or established for the purpose of curing and storing domestic meats for their patrons or trade and for the purpose of marketing their own products at wholesale or retail.

Where the stock never exceeds $500.00..
Same, on each packing house, etc., where the stock exceeds
$500.00 but never exceeds $1,000.00..
