BUDGET REQUESTS

Senator BAYH. The subcommittee will come to order.

Members of the subcommittee, Mr. Mayor and guests: With this hearing, we begin our consideration of the District of Columbia's request for an appropriation of close to $1 billion for fiscal year 1974. The District's proposed budget calls for operating expenses of $841 million, an increase of about 80 percent since fiscal year 1969, and 7 percent over the estimated fiscal year 1973 level. Exactly $150 million is requested for capital improvements the maximum the Congress has indicated it considers prudent in any fiscal year. The $991 million appropriation will be augmented by an anticipated $234 million in Federal and other grants in fiscal year 1974, making a total of $1.2 billion in resources available to the city, if all are approved, for the year ending July 1, 1974.

THE FEDERAL PAYMENT

The city government and the President have asked the Congress to appropriate the full amount of the authorized Federal payment$190 million-and to approve the expenditure of $45 million in revenue sharing funds in the coming fiscal year. The remainder of the proposed
