ADDITIONAL APPROPRIATION, FISCAL YEAR 1945, FOR THE PUBLIC HEALTH SERVICE

Mr. CANNON of Missouri, from the Committee on Appropriations, submitted the following

REPORT

[To accompany H. J. Res. 100]

The Committee on Appropriations, to whom was referred the joint resolution (H. J. Res. 100) entitled "Joint resolution making an additional appropriation for the fiscal year 1945 for the Public Health Service," reports the measure with a favorable recommendation for its early consideration and passage by the House.

The Budget estimate upon which the joint resolution is based was submitted by the President on January 11, 1945 (H. Doc. 29), in the sum of $184,000, and that is the amount which the committee recommends be appropriated.

The estimate ensues from the pressing need to relieve congestion which has occurred at the Staten Island Marine Hospital as the result of increased merchant marine activities consequent upon the war. Such hospital has a normal bed capacity of 869 beds. By utilizing all spaces usually left free for other purposes and by installing "doubledecker" beds, the bed capacity has been increased to 1,200 beds. Within the past 10 days the number of bed patients reached 1,195. Manifestly, remedial measures are necessary and urgent.

The remedy proposed and contemplated by the joint resolution is to lease from the city of New York the 300-bed hospital facility known as the Neponsit Beach Hospital, located at Rockaway Beach, Long Island, N. Y., which would permit of the removal thereto of the tuberculosis patients at the Staten Island Marine Hospital, numbering

200 or more continuously. It is felt that this measure of relief would enable the Staten Island Marine Hospital to meet such demands as may be made upon it as long as the war continues.

The city of New York has agreed to lease the Neoponsit Beach Hospital to the Public Health Service for the official duration period of the war at a rental of $1 for the first year and at the rate of $30,000 per year thereafter.

The hospital has been closed for 2 years because of difficulties experienced in keeping it properly staffed. It is generally in good condition, but some repairs are necessary and there will be a need to provide considerable equipment, technical and otherwise.

The amount proposed would be employed generally, as follows: Repairs and alterations....

The proposed appropriation is phrased so as to permit the hospital to be readied for the reception of patients in the most expeditious way practicable.

The appropriation which would be augmented by the amount of the instant proposal, namely, $15,405,823, is not adequate to meet this unanticipated expense.

PROVIDING FOR THE APPOINTMENT OF A UNITED STATES COMMISSIONER FOR THE BIG BEND NATIONAL PARK IN THE STATE OF TEXAS

Mr. PETERSON of Florida, from the Committee on the Public Lands, submitted the following

REPORT

[To accompany H. R. 1705]

The Committee on the Public Lands, to whom was referred the bill (H. R. 1705) providing for the appointment of a United States commissioner for the Big Bend National Park in the State of Texas, and for other purposes, having considered the same, report favorably thereon and recommend that the bill do pass without amendment.

EXPLANATION OF THE BILL

The proposed legislation provides for the appointment of a commissioner for the Big Bend National Park. This park was established on June 12, 1944, under the authority contained in the act of June 20, 1935 (49 Stat. 393). The United States accepted the cession by the State of Texas of jurisdiction over such lands as of August 15, 1944. It is customary where the State cedes jurisdiction over national park land that a United States Commissioner be appointed, and legislation of a similar character has been passed in other national-park legislation. It is felt that protection should be given the building already there and to the trees and animals in this area. This legislation meets with the approval of the Secretary of the Interior. It was introduced by the Congressman from the district in which the Big Bend National Park is situated and he has furnished the committee data in support of the legislation and has urged the passage thereof. The bill was unanimously reported by the committee and passage thereof is urged.

The Committee on Appropriations submits the following port in explanation of the accompanying bill making appropriations for civil functions of the War Department for the fiscal year ending June 30,

1946.

APPROPRIATIONS AND ESTIMATES

The Budget estimates of appropriations forming the bases of consideration for committee action will be found in the Budget for the fiscal year 1946 on the pages indicated in the following table:

The bill carries a total of direct appropriations of $99,165,940. This amount is $3,309,900 less than the appropriations for 1945 and $97,300 less than the Budget estimates for 1946. A detailed comparison of the amounts carried in the bill, the Budget estimates, and the appropriations for 1945 by items will be found beginning on page 8 of this report.
