Procedure of commission in making, revising, or enforcing rates. 13 Commission may hear complaints against its rates, adopting its own procedure (3). Before fixing rates, commission shall give railroad ten days' notice, and allow a hearing, denying no one admission to the examination (4). Commission's rates stand until decision of case in which railroad brings action to have them set aside (5); such suits take precedence over all others (6). Commission may enforce rates by suit for penalty (14). Commission must furnish schedule to railroad, and fix time (not less than twenty days) when they are to become effective (8). In order to prevent interstate rate wars, commission may, after three days' notice to railroads, make "emergency freight rates" (51).
