The subcommittee met at 9 a. m., Hon. Knute Hill presiding. Mr. HILL. The committee will come to order. We have met this morning to hear some statements in reference to H. R. 5533, introduced by Mr. Lemke. Mr. Roy Ayers, the chairman of this subcommittee, had to go to Montana, and for that reason I have been asked to serve temporarily as chairman.

A BILL To provide for the impounding, conserving, and making use of the unappropriated waters of the eastern slope of the Rocky Mountains, and for other purposes

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That for the conservation of the natural resources of and to provide a system for the control of all unappropriated and now uncontrolled waters falling on or emanating from the eastern slopes of the Rocky Mountains, which territory will hereinafter be referred to as the "Midcontinent Watershed ", under conditions intended to prevent floods in, and provide for a more regular navigability of the streams draining such region, lessen soil erosions, aid in the reforesting plans deemed necessary for the public welfare, provide water with which to irrigate land, creat opportunities for home building, stimulate industry, develop new fields for the investment of capital and the employment of men and women; there is hereby created a commission, to be named "The Midcontinent Reclamation Commission ", hereinafter referred to as the Commission ", which Commission shall be deemed legally organized and created when and after the conditions herein named are complied with and when such Commission convenes in its first meeting.

SEC. 2. (a) This Commission shall be composed of five members, to be appointed by the President, by and with the advice and consent of the Senate: Provided, That any member of said Commission may be removed from office at any time by a concurrent resolution of the Senate and the House of Representatives.

(b) In appointing the members of this Commission, the President shall designate the chairman. All other officers, agents, and employees shall be designated and selected by the Commission.

(c) The terms of office of the members first taking office after the approval of this Act shall expire as designated by the President at the time of nomination: One for two years, one for four years, one for six years, one for eight years, and one for ten years, after the date of approval of this Act.

(d) A successor to a member of this Commission shall be appointed in the same manner as the original members and shall have a term of office expiring in six years from the date of expiration of the term for which his predecessor was appointed.

(e) Any member appointed to fill a vacancy in the Commission occurring prior to the expiration of the term for which his predecessor was appointed shall be appointed for the remainder of such term.
