II__Badge for principals and alternates on an Army pistol team.-A badge will be issued to officers and enlisted men who, since and including the year 1920, shall have won a place as a principal or alternate on an Army pistol team selected to represent the Army, or a part of the Army, in the national matches. These badges will be included among those which will count in determining eligibility for classification as distinguished pistol shot.

III_Procurement of envelopes for the military service under Post Office Department contracts.-Section III, Bulletin No. 9, War Department, 1920, as amended by section I, Bulletin No. 30, War Department, 1920, is rescinded and the following substituted therefor:

1. Envelopes for use in the War Department and the military service are procured under contracts awarded by the Post Office Department.

2. The Quartermaster General, Washington, D. C., is designated as the officer to call on contractors for envelopes required 98610°-22

by the War Department and the military service, except those required by the Corps of Engineers for river and harbor and fortification work.

3. All requisitions approved by proper authority will accordingly be forwarded to the Quartermaster General, Washington, D. C., for action.

4. The following envelopes are authorized to be supplied on requisitions, the item numbers corresponding to the list of awards issued by the Postmaster General:

5. The foregoing does not affect in any way the present methods of procuring jackets, open end, thumb notched, as required by the various services, the same being procured on approved requisitions as are other supplies.

6. Due to the existence of large stocks of envelopes, requisitions for the authorized sizes above will be filled from stock by substitution of the nearest size envelope available, regardless of quality, except Items Nos. 221 and 230.

IV Joint resolution of Congress-Military status of persons deserting the military or naval service during the World War, etc.-The following joint resolution of Congress is published to the Army for the information and guidance of all concerned: Joint Resolution To continue the military status of persons deserting the military or naval service during the World War, and the amenability to trial of those persons who failed to comply with the terms of section 5 of the selective service law.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That none of the provisions contained in section 2 of the Act of May 18, 1917 (Fortieth Statutes, page 77), or in section 4 of the Act of June 15, 1917 (Fortieth Statutes, page 217), or in any other Act or joint resolution of Congress, or in any proclamation heretofore issued by the President, or in any proclamation of peace that may hereafter be issued by the President, shall be construed as terminating the military or naval status of any person who, having been drafted or having voluntarily enlisted for the period of the emergency due to the World War in the military or naval service of the United States, or having been commissioned as an officer for the period of said emergency in the military or naval forces of the United States, thereafter deserted such military or naval service; or as terminating before the expiration of three years after the date of the President's proclamation of peace as required by section 4 of the Act of June 15, 1917 (Fortieth Statutes, page 217), exclusive of all periods of absence from the jurisdiction of the United States, the amenability to prosecution and trial of any person who willfully failed or refused to comply with any of the requirements of the Act of May 18, 1917, entitled "An Act to authorize the President to increase temporarily the Military Establishment of the United States," or of said Act as amended, or with regulations promulgated by the President pursuant thereto.
