Senator MAGNUSON. For the purpose of the record, last year, fiscal 1966, your appropriation was $479,999,000; the budget estimate for 1967, recommended $525 million. The House suggested exactly what you had last year; $479,999,000, which is $45,001,000 under the budget

estimate. You are asking for some language regarding excess foreign currency authorization which we will discuss later. Dr. Haworth, we will be glad to hear from you.

AVERAGE EMPLOYMENT LEVELS

Senator ALLOTT. Mr. Chairman, before we start and along with those figures, I think we ought to put in the figures of employment of the National Science Foundation. They had 925 average number of employees in 1965, 984 in 1966, and are asking for 1017 in 1967, and we will make those a part of the record.

Senator MAGNUSON. That is an increase of how much?

Senator ALLOTT. Thirty-three.

Dr. HAWORTH. May I make a comment, Mr. Chairman?

Senator MAGNUSON. Let us wait. We will come to that later. I just wanted to get those figures in the record.

RECOGNITION OF WITNESSES

Let the record show that accompanying Dr. Haworth today is Dr. Hornig, the Director of the Office of Science and Technology in the Executive Office of the President, and Dr. Seitz, the President of the National Academy of Sciences.

Dr. Handler, Dr. Tyler, and Dr. Goldsmith, of the Science Board, are also present.

There are other members of the National Science Foundation present. We will place their names in the record in full.

Senator ELLENDER. Mr. Chairman?

COST INCREASES OF PROJECT MOHOLE

Senator ELLENDER. According to the letter from Dr. Haworth, he emphasizes that we ought to support Mohole. Now, what I would like to have when we start discussing this project would be the first estimates of what it would cost together with the subsequent increases. I think we ought to have that in the record somewhere, because there seems to be either misunderstanding or disagreement as to exactly what the program was to cost from its inception. What are the figures now? I think we ought to put that in the record if we can. Senator MAGNUSON. Do you cover that in your statement?

Dr. HAWORTH. I go back in my statement to the first engineering estimate in 1963.

Senator MAGNUSON. When we come to that point we will explore those figures in some depth.
