(a) The Idaho Operations Office, under the direction of a Manager of Operations responsible to the General Manager, (1) provides for the design, construction and operations of nuclear reactors as assigned, together with necessary facilities and services; (2) manthe National ages Reactor Testing Station; (3) performs other special assigned functions; and (4) administers related engineering and construction programs.

(b) The Manager, Idaho Operations Office, is authorized and directed by the General Manager to exercise contract authority as described in § 1.5(c).

(c) The Manager, Idaho Operations Office, administers AEC access permits in Colorado, Idaho, Montana, Utah, and Wyoming.

(d) Within the scope of his functions, the Manager, Idaho Operations Office, assures that appropriate consideration is given to the protection of the health and safety of Government and contract personnel and the general public from the hazards associated with his assigned functions. As a part of this responsibility, the Manager, Idaho Operations Office, has full responsibility for over-all site environment safety outside of the confines of the individual reactor locations. With respect to the over-all site environment, he is authorized and directed to keep currently informed respecting the safety characteristics of all reactors operating at National Reactor Testing Station (NRTS) and take such action as may be appropriate including the curtailment of operation of any NRTS facility except the Naval Reactor Facility when, in his opinion, such operation may jeopardize the health and safety of other personnel and/or the general public. In the event of reactor incident or other accident on the site, the Manager, Idaho Operations Office, is in complete control of all activities operating at the NRTS except those of the Naval Reactor Facility. He shall coordinate the development of emer

gency plans of Managers of field offices using the NRTS facility.

(e) The Manager and Deputy Manager, Idaho Operations Office, are authorized and directed to exercise the settlement authority as described in § 1.5 (d).

§ 1.202 Oak Ridge Operations Office.

(a) The Oak Ridge Operations Office, under the direction of a Manager of Operations responsible to the General Manager, is responsible (1) for the production of special nuclear materials including the preparation of feed materials; (2) for the supervision of related process development, engineering and construction programs; (3) for the execution of certain statutory functions of the AEC under the Atomic Energy Community Act of 1955, as amended, with respect to properties and activities at Oak Ridge; and (4) for the supervision of Paducah, Portsmouth, St. Louis, Cincinnati, New Brunswick, and Puerto Rico Area Offices.

(b) The Oak Ridge Operations Office performs the functions associated with administration of contracts for research and development programs conducted at the Oak Ridge National Laboratory under the program direction of the Assistant General Manager for Research and Development and conducts other research and development and training programs in assigned fields.

(c) The Manager, Oak Ridge Operations Office, is authorized and directed to (1) exercise contract authority as described in § 1.5(c); and (2) execute and administer lease agreements for special nuclear materials distributed pursuant to section 53 of the Act (except material distributed as standards by the Bureau of Standards).

(d) The Manager, Oak Ridge Operations Office, administers AEC access permits in Arkansas, Kentucky, Louisiana, Mississippi, Missouri, Puerto Rico, Tennessee, Virginia, and West Virginia.

(e) Within the scope of his functions, the Manager, Oak Ridge Operations Office, assures that appropriate consideration is given to the protection of the health and safety of Government and contractor personnel and the general public from the hazards associated with his assigned functions.

(f) The Manager and Deputy Manager, Oak Ridge Operations Office, are authorized and directed to exercise the settlement authority described in § 1.5 (d).

(a) The New York Operations Office, under the direction of a Manager of Operations responsible to the General Manager, is responsible (1) for administering contracts in the fields of biological, medical, and physical science research and for the development of nuclear reactors and reactor systems; (2) for the supervision of related engineering and construction programs; and (3) for the direct administration of the AEC Health and Safety Laboratory.

(b) The Manager, New York Operations Office, is authorized and directed by the General Manager to exercise contract authority as described in § 1.5(c).

(c) The Manager, New York Operations Office, administers AEC access permits in Connecticut, Delaware, District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and Vermont.

(b) The Manager, Savannah River Operations Office, is authorized and directed by the General Manager to exercise contract authority as described in § 1.5(c).

(c) The Manager, Savannah River Operations Office, administers AEC access permits in Alabama, Florida, Georgia, North Carolina, Panama Canal Zone, South Carolina, and Virgin Islands.

(a) The Albuquerque Operations Office, under the direction of a Manager of Operations responsible to the General Manager, is responsible for (1) research, development, production, custody, storage, and readiness assurance, in the field. of atomic weapons; (2) supervising facilities for these purposes; (3) supervising engineering and construction programs; and (4) supervising the Rocky

Flats, San Antonio, Burlington, Dayton, Kansas City, Pinellas, South Albuquerque, Los Alamos, and Sandia Area Offices.

(b) The Albuquerque Operations Office performs the functions associated with administration of contracts for research and development programs at the Los Alamos Laboratory under the immediate programmatic direction of designated Headquarters divisions, and conducts other research and development and training programs in assigned fields.

(c) The Manager, Albuquerque Operations Office, is authorized and directed by the General Manager to exercise contract authority as described in § 1.5(c).

(d) The Manager, Albuquerque Operations Office, administers AEC access permits in Arizona, Kansas, New Mexico, Oklahoma, and Texas.

(e) The Manager, Albuquerque Operations Office, supervises performance of functions relative to management of the community at Los Alamos, New Mexico, including, but not limited to, the following specific programs: (1) Establishment and development of a community at White Rock, 26 F.R. 1070 (1961); (2) establishment of a residential area to be known as Barranca Mesa Subdivision No. 1, 23 F.R. 5550 (1958); (3) establishment of a residential area to be known as Barranca Mesa Subdivision No. 2, 26 F.R. 8323 (1961); and (4) leasing of Government-owned lands and buildings for commercial purposes.

(f) Within the scope of his functions, the Manager, Albuquerque Operations Office, assures that appropriate consideration is given to the protection of the health and safety of Government and contractor personnel and the general public from the hazards associated with his assigned functions.

(g) The Manager and Deputy Manager, Albuquerque Operations Office, are authorized and directed to exercise the settlement authority as described in § 1.5(d).

(a) The San Francisco Operations Office, under the direction of a Manager of Operations responsible to the General Manager, (1) is responsible for research and development of nuclear weapons, reactor technology, peaceful application of nuclear explosives; (2) performs the

administrative functions associated with administration of contracts for research and development at the Lawrence Radiation Laboratory under the immediate programmatic direction of designated Headquarters divisions, and conducts other research and development in assigned fields; (3) supervises facilities for these and other programs at Livermore, Berkeley, Palo Alto, California, and such other locations as may be designated; and (4) administers related engineering, construction and maintenance programs.

(b) The Manager, San Francisco Operations Office, is authorized and directed by the General Manager to exercise the contract authority described in § 1.5(c).

(c) The Manager, San Francisco Operations Office, administers AEC access permits in California, Hawaii, Nevada, and U.S. Pacific Territories.

(d) Within the scope of his functions, the Manager, San Francisco Operations Office, assures that appropriate consideration is given to the protection of the health and safety of Government and contractor personnel and the general public from the hazards associated with his assigned functions.

(e) The Manager and Deputy Manager, San Francisco Operations Office, are authorized and directed to exercise the settlement authority as described in § 1.5(d).

(a) The Nevada Operations Office, under the direction of a Manager of Operations, responsible to the General Manager, (1) manages the Nevada Test Site (NTS) and other experimental nuclear explosive test sites within and outside the continental United States, where development projects administered by AEC and other agencies may be carried out; (2) provides support services to the various users of NTS and other experimental nuclear test sites within and outside the continental United States as agreed with the individual users; and (3) coordinates the planning and execution of weapons and other nuclear explosive tests both within and outside the continental United States and develops equipment and processes to assure safe and effective operations.

(b) The Manager, Nevada Operations Office, is authorized and directed by the General Manager to (1) exercise con

tract authority as described in § 1.5(c); and (2) in accordance with provisions of section 167 of the Atomic Energy Act of 1954, as amended, consider, ascertain, adjust, determine, settle, and pay any claim for money damage of $5,000 or less against the United States for bodily injury, death, or damage to or loss of real or personal property resulting from any detonation of any explosive device where such claim is presented to the Commission in writing within one year after the accident or incident out of which the claim arises: Provided, however, That the damage to or loss of property or bodily injury or death, shall not have been caused in whole or in part by any negligence or wrongful act of the claimant, his agents or employees. If the Manager considers that a claim in excess of $5,000 is meritorious and would otherwise be covered by section 167, he shall report the facts and circumstances thereof to the General Manager.

(c) Within the scope of his functions, the Manager, Nevada Operations Office, assures that appropriate consideration is given to the protection of the health and safety of Government and contractor personnel and the general public from the hazards associated with his assigned functions.

(d) The Manager, Nevada Operations Office, is authorized and directed to make all needful rules and regulations for the control of traffic at the Nevada Test Site, Nye County, Nev.; to annex thereto such reasonable penalties, within the limits authorized by statute, as will ensure their enforcement; and to use the facilities and services of State and local law enforcement agencies for enforcement thereof.

(e) The Manager and Deputy Manager, Nevada Operations Office, are authorized and directed to exercise the settlement authority described in § 1.5(d). § 1.210 Grand Junction Office.

(a) The Grand Junction Office, under the direction of a Manager responsible to the Director, Division of Raw Materials, is responsible for the administration of programs throughout the Western

United States for the acquisition and production of uranium concentrates and the acquisition of raw source materials including mining, leasing, and related activities and the appraisal of source material resources.

(b) The Manager, Grand Junction Office, is authorized and directed to exercise the contract authority described in § 1.5(c), except that the dollar limitation is $2,000,000.

(c) Within the scope of his functions, the Manager, Grand Junction Office, assures that appropriate consideration is given to the protection of the health and safety of Government and contractor personnel and the general public from the hazards associated with his assigned functions.

(a) The Brookhaven Office, under the direction of a Manager reporting to the Assistant General Manager for Research and Development, is responsible for (1) administering contracts for the operation, maintenance and use of the Brookhaven National Laboratory, including the conduct of programs of research in reactor development, physical research, biology, and medicine and isotopes development; (2) negotiating contracts in support of the programs of the Brookhaven National Laboratory; and (3) directing engineering and construction activities associated with the Brookhaven National Laboratory which are performed by prime AEC engineering and construction contractors.

(b) The Manager, Brookhaven Office, is authorized and directed to exercise contract authority as described in § 1.5(c).

§ 1.225 Pittsburgh Naval Reactors Office. (a) The Pittsburgh Naval Reactors Office, under the direction of a Manager reporting to the Director, Division of Naval Reactors, is responsible (1) for developing and improving naval nuclear propulsion plants, reactor cores and associated equipment, processes, materials, and facilities; (2) for the operations of prototype plants and the Shippingport reactor; (3) for AEC-wide procurement, production, and distribution of zirconium and hafnium; (4) for procuring naval prototype and naval shipboard cores; and (5) for supervising related research and development, engineering, and construction programs.

(b) The Manager, Pittsburgh Naval Reactors Office, is authorized and directed by the General Manager to exercise contract authority as described in § 1.5(c).

(c) Within the scope of his functions, the Manager, Pittsburgh Naval Reactors Office, assures that appropriate consideration is given to the protection of the health and safety of Government and contractor personnel and the general public from the hazards associated with his assigned functions.

(d) The Manager, Pittsburgh Naval Reactors Office, is authorized and directed to exercise the settlement authority as described in § 1.5(d).

(b) The Military Liaison Committee (MLC) consists of representatives of the Army, Navy, and Air Force in equal numbers as determined by the Secretary of Defense and of a Chairman appointed by the President with the advice and consent of the Senate. At the present time the MLC has seven members. Commission advises and consults with the Department of Defense through the MLC on all atomic energy matters which the Department of Defense deems to relate to the military application of atomic weapons or other matters relating to atomic energy. The Department of Defense through the MLC keeps the Commission fully and currently informed on all matters within the Department of Defense which the Commission deems to relate to the development or application of atomic energy;
