INFORMATION ON CENTER FOR RECORD

I should like unanimous consent, if it is in order, to include in the record at this point the resolution of the Board of Supervisors of Clay County and also of the Fairfield County community petitions and resolutions, which outline the factual substance of this situation so that proper notice will be taken by the planners of this meat research center to include factors that are referred to in these documents; and also that this question and that this material be put in the proper place in the record, that is the point where tentative plans for this meat research center were first referred to in this morning's hearings.

REQUEST

This is a request of the citizens of Clay County, Fairfield, Nebr., and more specifically of the Fairfield Community Service Club. It is made in hope that you as our representative will give it your consideration and utmost attention.

A little more than 20 years ago our Nation, engaged in an all-out war, needed some 48,000 acres of our real estate which was to become the Hastings Naval Ammunition Depot. Of this 48,000 acres, some 8,000 acres were located in Adams County. But the other 40,000 acres came from the heart of our best land in Clay County. We were willing to do our share in defending our great Nation. We took the tail ends of the labor force and withstood two shattering explosions while Hastings reaped the profits.

After this installation was of no further use, it was declared surplus and turned to the GSC for disposition. At this time it was learned that the USDA was interested in this location as a meat animal research center. Of course, our people were disappointed that this land would not be returned to our tax rolls. However, after a few meetings with various representatives of our Government and people from the USDA, including Dr. Hodgson, we were promised that this project would be referred to as the Clay County Meat Animal Research Station, and that the headquarters would be established 4 miles north and 1 mile west of Fairfield. It was then that we gave it our wholehearted vote of approval.

Now it has been brought to our attention that there is movement to establish the headquarters near Hastings. Before a thing like this is done we request that the following facts be considered:

1. Four-fifths of this land lies in Clay County which has already been stripped of this land as an asset.

(2) We were promised this installation.

(3) This research station is primarily an agricultural installation. While Hastings is more or less an industrial city, we offer a purely agricultural area in which to establish it.

(4) It would help stabilize our economy, a thing we have long needed. We hope it is not too much to ask that you be of help to us in this matter. Respectfully yours,

At a meeting held this 17th day of February, 1964, the Board of Supervisors of Clay County, Nebr., considered and adopted a resolution as follows: "Whereas more than a year ago the Department of Agriculture proposed a large acreage of the Naval Ammunition Depot in Clay County, Nebr., for the

purpose of establishing a meat research center, which said proposal was almost unanimously opposed by the people of Clay County; and

"Whereas a meeting was held with a representative group of Clay County citizens and which was attended by those citizens and representatives of the Department of Agriculture and of the office of the Governor of the State of Nebraska; and at said meeting Dr. Hodgson, head of the Meat Research Division from Beltsville, Md., and his assistant and other representatives of the USDA were present, it was stated by the representatives of the USDA that this site had been under consideration and study for 5 years and a plan of the area and the headquarters to be established at a point 3 miles west and 1 mile south of Clay Center, was shown by Dr. Hodgson. This information, along with other information submitted by the USDA at that meeting, resulted in a motion by the representatives of Clay County that the meeting be continued for at least 30 days, during which time publicity would be given on the information presented at this meeting, particularly with reference to the proposed location of the headquarters of the research center. In the 6-week period following said meeting, wide publicity was given to said fact, including a plat of the proposed area published in all five of the local papers, with the headquarters location particularly noted at the location above shown. Thereafter, a countywide meeting was called for all citizens interested, and held at the schoolhouse, at which a vote was taken to approve or disapprove the location of the research center at the Naval Ammunition Depot. Dr. Hodgson was present at this meeting and the location of the headquarters as above shown was again stressed, and primarily as a result of this fact, a favorable vote was had by the people of Clay County, and the establishment of the research center approved; and

"Whereas it has now come to our attention that the Research Division is now considering locating the headquarters elsewhere, presumably farther west, at the request of certain citizens and organizations of Hastings, Nebr., without considering the obligation to the people of Clay County as a result of said meetings, or the rights of the people of said County: Now, therefore, be it

"Resolved, The Board of Supervisors of Clay County, Nebr., hereby request in behalf of the people of said county, that the Animal Research Division of the Department of Agriculture, live up to its word and keep faith with the people of Clay County with respect to the location of the headquarters of the Animal Research Division, and that in no event should said headquarters be changed without having another meeting and an opportunity given to the people of Clay County, to again vote on the same question that no consideration of a change of location of headquarters should be had without such meeting; be it further "Resolved, That a copy of this resolution be forwarded to the following people: Dr. Hodgson, Governor Morrison, Senators Hruska and Curtis, Congressman Martin, State Senators Kramer and Rassmussen, and other persons interested therein."

Adoption of said resolution was moved by Supervisor George Carlson, and seconded by Supervisor H. A. Swanson. Upon rollcall a unanimous vote in favor of said resolution was had.

Senator HOLLAND. Dr. Brady, Director of Science and Education, is also present and I am sorry we have not been able to reach him today for his testimony. It is my understanding that as Director of Science and Education, the Secretary of Agriculture has assigned you to certain overall responsibilities for research coordination within the Department, is that correct?

Dr. BRADY. That is correct.

Senator HOLLAND. I am going to ask you in the morning, as we get started, Dr. Brady, to inform the committee as to the scope of your

assignment, including agencies and programs for which you have been assigned the responsibility. I am sorry we couldn't reach that this morning, and we are sorry.

Dr. Clarkson, if you don't mind, we will start tomorrow so we can get it in the record.

Senator HOLLAND. The subcommittee will come to order. Dr. Brady, I am glad to see you here this morning, and before we get back to the justification of the budget request I wish you would go into the matter that I brought up just as we were closing yesterday, that is, the scope of your activity as a coordinator of the research activities; what you have done, what you propose to do, in order that our record will show what your new functions are.
