Mr. COLE. But not as a Government employee, a civilian employee? Secretary FINLETTER. Yes.

Mr. ELSTON. Was there any opposition to this in the Senate?

Secretary FINLETTER. I do not know about on the floor. Mr. Hunt of the Committee on Armed Services submitted the report, and there was no testimony on it. As a matter of fact, there had been some testimony the year before, and I have the hearing before the Committee on Armed Services of the Senate on that, and the final action was as follows:

All those in favor of reporting the bill favorably, will signify by saying “Aye.” (A chorus of "Ayes.")

The CHAIRMAN. Opposed?

(No response.)

Then the chairman stated that the bill would be reported favorably, but he wanted to wait until Senator Knowland gave clearance. He wanted to look up one or two matters.

Mr. ELSTON. It was unanimous. I simply wanted to determine whether or not there was any opposition.

Secretary FINLETTER. Not this year.

Mr. KILDAY. We will now take up H. R. 4692, unless there are further questions.
