SEC. 402. The Secretary of Defense may establish or

4 develop installations and facilities which he determines to be 5 vital to the security of the United States, and in connection 6 therewith to acquire, construct, convert, rehabilitate, or in7 stall permanent or temporary public works, including land 8 acquisition, site preparation, appurtenances, utilities and 9 equipment in the total amount of $35,000,000: Provided, 10 That the Secretary of Defense, or his designee, shall notify 11 the Committees on Armed Services of the Senate and House of Representatives, immediately upon reaching a final decision to implement, of the cost of construction of any public 14 work undertaken under this section, including real estate 15 actions pertaining thereto.

TITLE-MILITARY FAMILY HOUSING

SEC. 501. The Secretary of Defense, or his designee, is 18 authorized to construct, at the locations hereinafter named, 19 family housing units and trailer court facilities in the numbers 20 hereinafter listed, but no family housing construction shall be 21 commenced at any such locations in the United States, until 22 the Secretary shall have consulted with the Secretary, De23 partment of Housing and Urban Development, as to the 24 availability of adequate private housing at such locations. If agreement cannot be reached with respect to the availability

1 of adequate private housing at any location, the Secretary 2 of Defense shall immediately notify the Committees on 3 Armed Services of the House of Representatives and the 4 Senate, in writing, of such difference of opinion, and no con5 tract for construction at such location shall be entered into 6 for a period of thirty days after such notification has been

given. This authority shall include the authority to acquire

land, and interests in land, by gift, purchase, exchange of

9 Government-owned land, or otherwise.
