There will also be inserted for the information of the Committee the original joint resolution, House Joint Resolution 509.

Mr. BUCK introduced the following joint resolution; which was referred
to the Committee on Merchant Marine and Fisheries

JOINT RESOLUTION

To suspend section 510 (g) of the Merchant Marine Act, 1936,
during the present European war, and for other purposes.

1 Resolved by the Senate and House of Representatives
2 of the United States of America in Congress assembled,
3 That section 510 (g) of the Merchant Marine Act, 1936,
as amended (restricting the use of vessels in the laid-up
5 fleet of the Maritime Commission), is hereby suspended
6 until the proclamation heretofore issued by the President
7 under section 1 (a) of the Neutrality Act of 1939 is
revoked.

SEC. 2. At any time prior to revocation of the procla10 mation heretofore issued by the President under section 1 11 (a) of the Neutrality Act of 1939, all vessels transferred

to the Maritime Commission by the Merchant Marine Act, 2 1936, or otherwise acquired by the Commission (other than vessels constructed under the Merchant Marine Act, 1936)

4 may, notwithstanding any provision of law contrary hereto
or inconsistent herewith, be sold or chartered by the Com-
6 mission, upon competitive bids and after due advertisement,
upon such terms and conditions (including with respect
8 to charters the charter period) and subject to such restric-
tions (including restrictions affecting the use of disposition
10 of the vessel by the purchaser or charterer), as the Com-
11 mission may deem necessary or desirable for the protection
of the public interest.
