now sponsor 21 such units. The names of candidates for membership in the executive reserve are submitted to the Director of OEP for approval; if approved, they can be designated for terms not to exceed 3 years.

Membership

On June 30, 1967, there were 3,930 executive reservists enrolled in the program (see table 3, p. 121). The Bureau of International Commerce, Department of Commerce, reestablished a unit of the executive reserve and inducted all members in a group ceremony, attended by the Honorable Alexander B. Trowbridge, Secre tary of Commerce, and OEP Director Farris Bryant.

Current plans for the overall program call for a total membership of 5,000 which should be attained within the next 3 years. The members of the executive reserve represent a broad spectrum of talent selected from industry, government, organized labor, the professions, and the academic world. (See figs. 3 and 4, p. 122:)

Regional Training Conferences

In addition to the customary unit training sessions held throughout the country and substantial home study by each executive reservist, the year's training program featured a series of seven 1-day regional conferences sponsored by the Office of Emergency Planning. Governor Farris Bryant, the OEP Director, addressed the conferences. Reservists enrolled in units of the following agencies, participated in the conferences: The Departments of Agriculture, Commerce, Defense, Housing and Urban Development, Interior, Labor, Transportation, and the Interstate Commerce Commission, and the Office of Emergency Planning.

A total of 974 executive reservists attended the regional training conferences. In addition, Federal officials were present to provide conference leadership and to observe the effectiveness of the training. State officials attended three of the conferences. The following table shows the conference dates, location, and attendance:

National conference

The Fifth National Training Conference of the National Defense Executive Reserve will be held October 23-24, 1967, in Washington, D.C. Over 1,600 executive reservists are expected to join Government officials and observers for the 2day meeting. The afternoon of the first day will feature a general session with presentations on the international situation, military developments, and the state of the economy in the context of mobilization. The entire second day will be devoted to unit training, with small groups of executive reservists examining and proposing solutions to typical mobilization problems that confront the Government today.

STATE AND LOCAL CONTINUITY OF GOVERNMENT

Objectives

The State and local continuity of government legislative program is designed to provide a legislative base from which existing governments can make plans and preparations to insure their continuity in an emergency with a capability to direct government operations, control the economy, and manage resources. The Nation's existing governments are the foundation on which a nonmilitary defense capability can be built. This fundamental objective will be attained by a partnership of Federal, State, and local governments planning to preserve our way of life.

The program deals primarily with legislation which is applicable to the executive, legislative, and judicial branches of State and local government, and is based on the following four major objectives:

1. The establishment of emergency lines of succession for top executives, legislators, the judiciary, and other key personnel;

2. The preservation of records essential to government operations and to the protection of individual rights;

3. The establishment and use of protected control centers for government operations; and

4. The full use of personnel, facilities, and equipment of governments for emergency operations.

Status

OEP, in conjunction with the Council of State Governments, has prepared a suggested model continuity of government constitutional amendment as a guide for States which needed such authority. In addition, six suggested model acts have been prepared to cover the following eight objectives:

Chief executive succession.

Other executive succession.
Legislative succession.

Judicial succession.

Succession of local government.

Relocation of local governments.

Relocation of State governments.

Records preservation and management.

OEP has also developed a suggested model act to provide the necessary legal authorities for resources management and economic stabilization at the State and local level.

To date, all States except one have enacted some or all of the proposed legislative provisions. As shown in table 4 (p. 124), 34 State legislatures have ratified constitutional amendments providing the basic authority for continuity of government legislation. Five other States have indicated that they have adequate existing authority and do not need constitutional changes to enact needed legislation. Legislation providing for adequate succession to the position of chief executive has been enacted in 39 States; legislative succession in 25. Thirty-six States have passed legislation authorizing the movement of their governments in an emergency to emergency operating facilities. Twenty-one have provided for the management, protection, and preservation of records essential to government operations and the rights of individuals.

Eighteen States are expected to seek enactment of one or more of the proposed bills in the legislative sessions of 1968 and 1969.
