COMPILER'S NOTE.-The text and amounts of these permanent appropriations are taken from data relating to fiscal 1974 in the budget for the fiscal year 1974. These are funds that do not require annual action by the Congress, but rather become available automatically under earlier laws. The amounts shown are estimated and are thus subject to revision as better data become available during the fiscal year.

This fund represents gifts or bequests of money made to the Library of Congress for the immediate disbursement by the Librarian. In the interest of the Library, its collections, or its service for the purpose in each case specified (2 U.S.C. 160; 31 U.S.C. 7258) ---

Income from Investment Account:

This fund represents income from investments held by the Treasury for the benefit of the Library of Congress and is subject to disbursement by the Librarian for the purposes in each case specified (2 U.S.C. 157; 31 U.S.C. 7258)

Payment of Interest on Bequest of Gertrude M. Hubbard:

Trust fund of $20,000, the interest on which, at 4 percent per annum, is to be used for the purchase of engravings and etchings to be added to the "Gardiner Greene Hubbard Collection" (Act of Aug. 20, 1912, 37 Stat. 319, sec. 21)‒‒‒‒‒

Payment of Interest on Permanent Loan:

This appropriation represents a sum equivalent to interest at the rate of
4 percent per annum, payable semiannually, on a permanent loan to the
United States, not exceeding $5,000,000, in accordance with provisions
of gifts or bequests-such interest, as income, being subject to disburse-
ment by the Librarian of Congress for the purpose specified (2 U.S.C. 156–
158; Act of Mar. 3, 1925, 43 Stat. 1107)----
Service Fees:

Operation of a photoduplication laboratory and a sound recording labora-
tory are financed from fees received for services rendered to other Gov-
ernment agencies and the public (2 U.S.C. 160; 31 U.S.O. 7258) ---

Judicial Survivors' Annuity Fund:

This fund is used to pay annuities to eligible widows and dependent children of deceased judges of the United States, to make refunds to former judges who have elected to come under the judicial survivors annuity system but who have left the service, and to pay claims of survivors of member judges for any unpaid amounts credited to the individual accounts of such judges (28 U.S.C. 376) –

Operation of Public Defender Service for the District of Columbia:

Funds appropriated to the District of Columbia for operation of the Public Defender Service under the provisions of title III of Public Law 91-358, approved July 29, 1970, to provide representation for indigents in proceedings designated in section 302 (a) of the act-

Advances, Foreign Military Sales:

The trust fund, which is strictly a cash account, is to enable foreign governments to take advantage of savings which result from procurements through U.S. Government channels. Authorized by sections 21 and 22 of the Foreign Military Sales Act of 1968, as amended, the fund is used to facilitate cash sales of defense articles and services__. Technical Assistance, U.S. Dollars Advanced from Foreign Governments: Funds advanced by foreign countries are used to pay for procurement in the United States of non-military materials or services for programs in those countries in accordance with bilateral agreements (22 U.S.C. 2315)_. ANIMAL AND PLANT HEALTH SERVICE

Expenses and Refunds, Inspection, Certification, and Quarantine of Animal
Products:

This includes inspection of products for human consumption and products
and by-products not intended for human food. Meat products inspection
services not required by Federal regulation are provided on request. Ani-
mal products and byproducts moving in interstate and foreign commerce
are subject to inspection and quarantine regulations to prevent the intro-
duction and spread of animal diseases. Fees are paid in advance for serv-
ices to be rendered (7 U.S.C. 1621–1627) (21 U.S.C. 111) .-.
Expenses, Feed, and Attendants for Animals in Quarantine:

A limited amount of direct appropriation is available which covers a portion of the public benefit service. The schedules reflect expenses paid from fees received (7 U.S.C. 91-99 (1621-1627)) ---.
