We have met this morning to consider a number of watershed projects that have been recommended by the Department of Agriculture. The Chair will state that he has to leave the session before 12 o'clock. We will try to hasten this thing through. Mr. McINTIRE. I would like to state, so that there will be no misunderstanding of those who are present, that I have a subcommittee meeting running at the same time, and I will be slipping back and forth from this to the other hearing. ESCONDIDO CREEK, CALIF. Mr. POAGE. The first project is Escondido Creek watershed. I understand that several people are here to appear in behalf of that project. We will follow our usual practice and first ask the Department to present the project so that we may have a general understanding of it, and we will then be glad to hear from the local citizens on the project. 1 (The Escondido Creek watershed work plan is as follows:) ESCONDIDO CREEK WATERSHED WORK PLAN Size and location: 30,907 acres in San Diego County. Sponsors: Escondido Soil Conservation District, city of Escondido, county of San Diego. Watershed area privately owned, 95 percent; Federal land, 5 percent. Size of farms, 22 acres average. Project purposes: Watershed protection, flood prevention, municipal water supply. Project measures: Soil conservation practices on farms and ranches; fire control measures to augment existing control program; and structural measures consisting of 7.3 miles of channel improvement and one multiple-purpose structure with storage capacity of 2,325 acre-feet. Area benefited: 1,838 acres; 1,419 acres of this area now in farms will be gradually replaced by urban development within 40 years. Number of beneficiaries: 5,500 people now living in the floodplain and 22,000 to occupy this area within 40 years will benefit directly from flood prevention The entire city will benefit from the facilities for additional water measures. supply. 1 This is primarily the cost of applying land treatment measures by landowners.
