Washington, D.C.

The subcommittee met, pursuant to notice, at 10 a.m., in room 1310, New House Office Building, Hon. W. R. Poage (chairman of the subcommittee) presiding.

Present: Representatives Poage, Johnson of Wisconsin, Stubblefield, McIntire, Short, Harvey, and Dole.

Also present: Hollis R. Williams, Assistant Administrator for Watersheds; Carl B. Brown, watersheds program specialist; John H. Hyde H. Murray, assistant clerk; and Martha Hannah, staff. Mr. POAGE (presiding). The subcommittee will come to order. We have met this morning to consider a number of watershed projects that have been recommended by the Department of Agriculture. The Chair will state that he has to leave the session before 12 o'clock. We will try to hasten this thing through.

Mr. McINTIRE. I would like to state, so that there will be no misunderstanding of those who are present, that I have a subcommittee meeting running at the same time, and I will be slipping back and forth from this to the other hearing.

ESCONDIDO CREEK, CALIF.

Mr. POAGE. The first project is Escondido Creek watershed. I understand that several people are here to appear in behalf of that project. We will follow our usual practice and first ask the Department to present the project so that we may have a general understanding of it, and we will then be glad to hear from the local citizens on the project.
