Mr. GAUD. There are 18 countries.

Mr. PASSMAN. There is one of these countries, Kuwait, to which we do not give aid?

Mr. GAUD. Yes, sir.

Mr. ANDREWS. Why aren't we giving them any aid, Mr. Chairman? Mr. GAUD. They are in the aid business themselves, Mr. Andrews. Mr. PASSMAN. They are about to drown, speaking figuratively, in oil.

Mr. FORD. Have we ever studied their aid program organization chart and setup?

Mr. GAUD. It is somewhat smaller than ours.

Mr. FORD. Dollarwise?

Mr. GAUD. Dollarwise. I thought you meant personnel wise also.

FISCAL YEAR 1963 OBLIGATIONS FOR NEAR EAST AND SOUTH ASIA

Mr. PASSMAN. Page 2 of the justifications indicates that your development credit program for fiscal year 1963 was estimated to be $770 million: however, on page 3 of the project book you indicate that through February 28 you had approved only $414,575,000 of such credits: is that correct?

Mr. GAUD. Yes, sir.

Mr. PASSMAN. Did you have to work your people overtime in the closing days?

How did you manage to obligate so much money in such a short period of time?

Mr. GAUD. We did obligate a total of $779.5 million by the end of the fiscal year, sir.

Mr. PASSMAN. In the last 4 months you increased your obligations by $414,575,000, up to the $779 million?

Mr. GAUD. Yes, sir.

Mr. PASSMAN. Could you tell us how much you obligated during

the month of June?

Mr. GAUD. Yes, sir.

Mr. Chairman, if my arithmetic is right, we obligated in June. $196.7 million.

Mr. PASSMAN. You do not have a limitation with relation to obligations in the development credit section, do you?

Mr. GAUD. In terms of when we can obligate.

Mr. PASSMAN. Yes.

Mr. GAUD. We do not.

CASH TRANSACTIONS

Mr. PASSMAN. I note that you have $34 million as an estimate for cash transaction under the supporting assistance program; is that

correct?

Mr. GAUD. Yes, sir.

Mr. PASSMAN. What country in your area is scheduled to receive this type of grant assistance in fiscal year 1964?

Mr. GAUD.

Mr. PASSMAN. How much?

Mr. GAUD. $34 million.
