Mr. ROYBAL. The committee will come to order.

The committee is in session to hear from the Office of Policy Development with regard to their 1985 budget.

Mr. Porter, will you proceed in any manner that you may desire. Mr. PORTER. Mr. Chairman, I appreciate the opportunity once again to present the budget request for the Office of Policy Development in the Executive Office of the President.

ROLE OF THE OFFICE

The Office of Policy Development is responsible for providing advice and assistance to the President on economic and domestic policy matters. The budget we are requesting for fiscal year 1985 is for the salaries and expenses necessary to meet these responsibilities.

Our office has responsibility for policy development across a broad range of subjects, including economic affairs, health and human resources, energy, agriculture, natural resources, the environment, commerce and trade, legal policy, management and administration, drug abuse, and other domestic matters.

We work closely with the National Security Council in areas where domestic policy includes international considerations, and they in turn work with us in a similar manner.

We also disseminate a good deal of information on policy matters to various administration officials. We report directly to Mr. John A. Svahn, the Assistant to the President for Policy Development.

The Office of Policy Development is organized primarily around the President's Cabinet Council structure. Members of our office serve as the executive secretary for each of the Cabinet Councils, and we provide the primary staff support for the councils.

The Office of Policy Development also supports several other functions within the Executive Office of the President, including
