2 In compliance with sec. 1214 of the General Appropriation Act of 1951, a reserve of $50.165,000 was established from funds available in fiscal year 1951 and a reserve of $6,030,000 was established which represented a cutback in the fiscal year 1951 program. An additional reserve of $6,878,000 was withheld independenty of sec. 1214 in accord with the President's directive to curtail projects that did not contribute directly to defense. This information is based on a Department of Interior press release dated Oct. 17, 1950. At the close of fiscal year 1951, an additional $8,367,783 had been placed in reserve for obligation in fiscal year 1952, and the reason for this additional reserve is not available.

Prior to fiscal year 1967, these funds were indicated as budgetary reserves. Also excludes permanent appropriations where budgetary reserves are required under existing laws.

Due to the establishment of apportionments and reserves on an annual basis and their expiration at the close of each fiscal year, records which would indicate in detail the basis for budgetary reserves are not maintained for long periods of time. The reasons for establishment of reserves as shown in this report for the 1951-63 period, were derived from the Bureau of Reclamation unofficial materials.

1 Information not available for the period 1945-64 as records have been discarded in accordance with disposal regulations put out by GSA. Actually, from 1945 through 1964, the Office of Territories had very few instances, if any, of amounts being placed in "Budgetary reserve." In any event, if there were such cases, the amounts placed in reserve are believed to have been very small.
