1 An act of Congress approved Aug. 12, 1848 (9 Stat. 284), provided for a clerk "whose duty it shall be to examine claims of the citizens of the United States against foreign governments, and the claims of the latter against the former." These duties were later performed by the Examiner of Claims.

The office of Examiner of Claims was established by an act approved July 25, 1866 (14 Stat. 226). It was abolished on June 30, 1869 (see 15 Stat. 96), but reestablished by an act approved May 27, 1870 (16 Stat. 378). It was placed under the Department of Justice by the act creating that Department approved June 22, 1870 (16 Stat. 162), and by an act approved March 3, 1891 (26 Stat. 945), its title was changed to Solicitor for the Department of State.

The office of Solicitor for the Department of State was abolished by an act approved Feb. 23, 1931, effective July 1, 1931 (46 Stat. 1214), and in lieu thereof there was established in the Department of State the office of Legal Adviser.
