OF THE COMMITTEE ON POST OFFICE AND CIVIL SERVICE,

Washington, D.C. The subcommittee met, pursuant to call, at 10 a.m., in room 215, House Office Building, Hon. James C. Davis (chairman of the subcommittee) presiding.

Mr. DAVIS. The subcommittee will come to order, please.

The Subcommittee on Manpower Utilization of the House Post Office and Civil Service Committee, under the authority of House Resolution 75 of the 87th Congress, is today beginning the first in a series of public hearings with departments and agencies of the Federal Government during this, the 2d session of the 87th Congress.

During February we plan to discuss manpower programs, policies, problems, and management improvement projects with officials of the Department of Agriculture, the Agency for International Development, the Department of Defense, Bureau of the Budget, and the Civil Service Commission.

One of the principal objectives of this subcommittee is to improve utilization of employees of the Federal Government and thereby to better the services of the Government, reduce the cost of Government, strengthen our defense effort, and also to improve the career programs for employees of the Federal Government.

To accomplish an objective such as this is certainly no easy task. It requires the joint efforts of the legislative and the executive branches of the Government.

We hope that out of these hearings will come a renewed determination to make more effective use of our Federal employees.

Last March, as chairman of this subcommittee, I wrote a letter to the newly designated Secretary of the Department of Agriculture, Orville Freeman, to extend congratulations to him and best wishes on his appointment, and to explain the objectives of our subcommittee. At that time I also indicated that this subcommittee was quite mindful of the Department's rapid growth in recent years.

On April 10, 1961, the Secretary of Agriculture very kindly replied to my letter, and I quote from his reply:

I am very mindful of the size and cost of the civilian payroll of the Federal Government. It is my desire that the Department of Agriculture use all possible means of achieving economy in the expenditure of funds and use of manpower available to us in carrying out our assigned programs. Our Department's management objectives and those of your committee are wholly compatible.
