Mr. Altmeyer, we have before us an estimate for the Social Security Board, and I will ask Mr. Woodrum to proceed with the examination. Mr. WOODRUM. Mr. Altmeyer, we have a Budget estimate from the President dated March 22, 1938, which I will insert at this point in the record, for a supplemental estimate of $7,000,000 for the Social Security Board for 1938 on account of assistance to each of the States in connection with unemployment compensation. SIR: I have the honor to transmit herewith for the consideration of Congress a supplemental estimate of appropriation for the Social Security Board for the fiscal year 1938, amounting to $7,000,000. The details of this estimate, the necessity therefor, and the reason for its submission at this time are set forth in the letter of the Acting Director of the Bureau of the Budget, transmitted herewith, with whose comments and observations thereon I concur.
