the development of new knowledge, would receive the largest share of the proposed budget amendment, some $15,250,000. These funds will support a greater number of National Institutes of Health research project grants in the three categorical disease areas, increase the support for clinical research facilities in heart disease, cancer, and stroke, accelerate planning efforts related to the eventual development of an artificial heart, and in the field of vocational rehabilitation, permit added emphasis on research and demonstration projects concerned with rehabilitation of victims of the three diseases.

In the area of education and training of health manpower, $11,500,000 is proposed primarily for an increased number of research training grants and fellowships and clinical training grants under the auspices of the National Institutes of Health, and for support to expand the number and improve the skills of medical and allied personnel who treat and serve patients suffering from cancer. Thẹ final category, with the general designation "Additional facilities and resources," contains $1 million for an expansion of the Public Health Service medical audiovisual program to facilitate and increase the use of audiovisual devices by the health profession as a means of communicating health knowledge. Administration and program direction of the entire heart disease, cancer and stroke program encompassed by the budget amendment will require an additional $570,000. This requirement, which takes into account the maximum possible use of presently budgeted staff, is especially related to the development of new programs and to the expansion of project-type grant programs contemplated in the total $44,120,000 budget amendment.

With the requested funds, Mr. Chairman, it is my belief that the Department can move ahead more rapidly toward the realization of that perhaps not-too-distant time when heart disease, cancer, and stroke may be sharply reduced, increasingly controlled, and ultimately conquered as enemies of man.

This statement, Mr. Chairman, is designed to introduce, summarize, and highlight the budget amendment on heart disease, cancer, and stroke. If you would like to discuss any general questions, I would be pleased to attempt to respond. Or if the committee wishes to discuss specific programs in greater detail, each of the program directors is available to discuss their plans.

HISTORY OF REQUEST

Mr. FOGARTY. Mr. Dempsey, the total request is for $44,120,000. What was the total request submitted to the Department, and how much did the Department request of the Bureau of the Budget? If you do not have the figures right at your fingertips and Mr. Kelly does, he may answer.

Mr. KELLY. The Department's request to the Bureau of the Budget was in the amount $75,850,000, and it was reduced to $44,120,000, the item now before you.

Mr. FOGARTY. Tell us where these requests were cut, by the Department or the Bureau of the Budget.

Mr. KELLY. The reduction from $75,850,000 to $44,120,000 was a reduction made by the Bureau of the Budget. I do have figures, not totaled here, of how much each appropriation had initially indicated they could use for this purpose and how it evolved into $44 million. We can submit that.

Mr. FOGARTY. The next question I was going to ask was "Specifically what activities were cut?"

Mr. KELLY. This is a fairly long list, whether you do it by appropriation or committee recommendation or organization. Perhaps it would be best if I submitted a statement which broke that down for the record.

Mr. FOGARTY. Can you get a statement to everybody on the committee today?
