I deem it my duty to call your attention in a very special manner to the urgent necessity for a new arrangement of the districts of inspection. I have had a very accurate and elaborate work prepared by one of the officers of my department upon the results produced by our system of school inspection which I consider an essential feature of our school system whatever may be the opinion of others. This work accompanied by maps of the Province of Quebec on which the limits of each district are traced, will enable the government and the Council of Public Instruction to form a correct opinion upon this important question. The amount of work required of the inspectors is so great and so out of proportion to the time and means at their disposal that the results obtained are astonishing.
