SUBCOMMITTEE OF THE COMMITTEE ON APPROPRIATIONS,

The subcommittee met at 2: 30 p. m., pursuant to call, Hon. Leverett Saltonstall, chairman of the subcommittee, presiding.

Present: Senators Bridges (chairman), Saltonstall, (chairman of the subcommittee), Gurney, Tydings, O'Mahoney, and Green. Present also: Senator Robertson of Wyoming.

Senator SALTON STALL. The subcommittee will come to order.

Mr. Secretary, this is the Subcommittee on the Navy of the Appropriations Committee of the Senate.

The committee is ready to hear the Navy on the question of the ap propriations bill as it was brought out by the House and sent over to the Senate.

In round figures, as the Chair understands it, the House has cut the appropriations some $377,000,000. Those cuts in appropriations represent a cut in the expenditure in the fiscal year 1948 of around $278,000,000.

As the Chair understands it, the law, this committee cannot only go into the items that have been changed by the House, but also can go into any other item in connection with the budget as a whole.

The committee is ready to hear the Navy, and the Chair understands that the first witness is the Secretary of the Navy, Mr. James Forrestal.

Mr. ROBERTSON. Mr. Chairman, before the Secretary starts with his testimony, might I suggest that the record show that this is the first meeting of this Subcommittee on Naval Affairs of the Appropriations Committee holding hearings under the reorganization plan and that reorganization plan calls for, in addition to the regular Subcommittee on Appropriations for Naval Affairs, three members of the Armed Services to sit with that committee, and I should like to have the information, and I should like to know if those three members are definitely a part of the Appropriations Committee and have a vote on the committee.

EX OFFICIO MEMBERS OF COMMITTEE

Senator SALTONSTALL. The Chair understands that Senators Robertson of Wyoming, Wilson, and Russell, are the three Senators appointed by the Chairman of the Armed Services Committee to represent that committee on the Subcommittee on the Navy, and the Chair is informed that that has been the procedure since 1923 and that those members are considered ex officio members and have a vote.
